About this file
This is a Scope of Work attachment for planned maintenance services on power generation equipment at the Sand Hill Energy Center Unit 5 Combined Cycle plant operated by Austin Energy in Texas. The document outlines four distinct maintenance projects: a minor inspection of a GE D-11 steam turbine, a minor inspection of a 7FH2 generator, a major inspection of a GE D-11 steam turbine, and a major inspection of a 7FH2 generator. All work is to be performed on a turnkey basis with a four-week 24/7 schedule assumption, with the contractor responsible for providing project management, technical direction, craft labor, supervision, scaffolding, and all specialized equipment including cranes, compressors, and climate control systems. The minor inspection scope includes disassembly, cleaning, visual inspection, non-destructive examination, clearance documentation, and reassembly of valves, bearings, generator components, and related systems. The major inspection scope encompasses significantly more extensive work including removal and replacement of lagging and heat retention material, detailed inspection and repair of diaphragms, packing, oil deflectors, turbine rotors, valve actuators, hydraulic systems, lube oil systems, steam seals, and comprehensive testing and calibration of control systems and instrumentation.
The contractor must supply all climate control equipment to maintain warm, dry conditions during generator work and provide detailed written reports documenting all recorded clearances, conditions, and work completed. The major inspection scope for the generator includes advanced diagnostic testing such as EL-CID core imperfection detection, core loop testing, AC impedance testing, pole balance testing, and 24-hour airtight air testing following reassembly. For the steam turbine major inspection, the contractor must perform operational checks, vibration readings, system calibrations, and final setting adjustments after minimum four-hour operation at 25 percent load. The document specifies that owner personnel will be responsible for draining and handling lube oil and hydraulic fluids prior to inspection, and that balance correction work following major inspection is to be provided as extra work outside the base scope.
