About this opportunity
The State of Illinois, through the Illinois Department of Public Health (IDPH), is seeking proposals for the development, launch, maintenance, and support of an Electronic Perinatal Management Information System (MIS). The resulting contract will allow IDPH to continue collecting and monitoring data from approximately 100 obstetric hospitals throughout the state. The MIS must have automated data transfer capabilities, align with Administrative Perinatal Code revisions, and provide flexible reporting and dashboard functionality. The selected vendor will be responsible for data conversion, hosting, security, backup, help desk support, and required training and documentation. The initial contract term is four (4) years, with two (2) optional three (3)-year renewals, for a total potential term not to exceed ten (10) years. Proposals are due by July 31, 2023, and the State has declined to extend the deadline despite requests for more time from respondents.
The RFP does not have any small business or diversity set-aside requirements, but the State encourages participation by qualified vendors. The contract was awarded to Alert IT Solutions, Inc. for a total of $14,731,361.32 over the initial 4-year term, with two 3-year renewal options. There was one unsuccessful bidder, JEMM Technologies, LLC, with a bid of $1,969,812.00. The contract does not have any Business Enterprise Program (BEP) or Veteran Business Program (VBP) utilization requirements.
