About this file

This document is a Q&A related to a Request for Proposals (RFP) issued by the Illinois Department of Public Health (IDPH) for an Electronic Perinatal Management System. The RFP is seeking proposals for a perinatal data reporting system to collect required hospital data related to healthcare services, quality, and outcomes. The RFP indicates there are approximately 100 obstetric hospitals overseen by 10 Administrative Perinatal Centers throughout the state of Illinois. The RFP has a submission deadline of July 31, 2023, and IDPH has declined to extend the deadline despite respondent requests for additional time to complete the extensive RFP.

The Q&A provides some additional context, noting the approximate range of annual live births per hospital, from a median of 600 to a maximum of 12,000. IDPH also clarified that the specific number of fetal monitors in each hospital is not relevant to the data collection requirements of the RFP. Overall, this RFP appears to be a statewide effort by IDPH to implement a centralized perinatal data reporting system across the network of obstetric hospitals in Illinois.

Answer 2:

The maximum number of annual live births per hospital is approximately 12,000.

Currently, the median number of annual live births (deliveries) per hospital is approximately 600.

h ps://dph.illinois.gov/data‐sta s cs/vital‐sta s cs/birth‐sta s cs.html

Q‐n 3: How many fetal monitors are in each hospital?

Answer 3: The number of individual fetal monitors in each of the 100+ facili es is not relevant to the nature of this data collec on; this field should be available via medical records regardless of the number of monitors.

Q‐n 4: To adequately get the answers to the above ques ons and be able to thoroughly complete the extensive RFP, we request an extension to the bid opening date if possible. The RFP would take at least 3 weeks for us to complete, and currently we only have 2 weeks without the answers to ini al ques ons.

Answer 4: The deadline for submissions will remain the same (7/31/23).
