About this opportunity

The Texas Department of Public Safety (DPS) is soliciting a Request for Offer (RFO) for a Contractor-hosted Failure to Appear (FTA) System and related services. The system will serve as a collection and enforcement tool for Political Subdivisions to restrict driver license renewals for individuals with outstanding failure to appear violations. Respondents must submit electronic responses by 5:00 P.M. Central Time on November 17, 2025, to DPS_Solicit_Response@dps.texas.gov or via the DPS Online Bid Room. The contract term will commence on the effective date and expire five years from that date, with an anticipated contract award date of January 31, 2026. The FTA System must be ready for use by DPS and Political Subdivisions no later than March 1, 2027. All system-related services include development, testing, implementation, hardware, software, maintenance, support, call center operations, training, and mail operations at no cost to DPS or Political Subdivisions. Respondents must demonstrate technical capabilities, provide comprehensive system documentation, and comply with all IT standards and security requirements specified in the solicitation exhibits.

The solicitation requires respondents to submit a HUB Subcontracting Plan and meet statewide HUB goals, which vary by contract category. Certified HUB vendors are encouraged to participate, with goals ranging from 11.2% to 32.9% depending on the service category. Respondents must provide evidence of financial resources, complete criminal background checks for all personnel, and maintain adequate insurance coverage. Contractor compensation is based solely on fees authorized under Texas Transportation Code Chapter 706, with the contractor receiving $6.00 per warrant entry removed from the system and Political Subdivisions receiving $4.00, totaling $10.00 per entry. DPS reserves the right to assess liquidated damages up to $5,000.00 per business day for failure to maintain optimal system performance or provide approved services within scheduled timelines. The contract is non-DPS funded, with all compensation derived from Political Subdivisions, and officers collecting fees will remit funds to municipal or county treasurers as applicable.
