About this file

This document is a vendor information guide for the Texas Department of Public Safety (DPS) Online Bid Room submission process. The guide outlines procedures for vendors to submit responses to DPS solicitations either through the optional DPS Online Bid Room portal or through alternative submission methods specified in individual solicitation packages. Vendors must carefully review complete solicitation packages, including all exhibits, before submitting responses. All questions regarding solicitations must be directed to the DPS point of contact identified in each solicitation package. Responses must be submitted in the form and manner described in the solicitation package on or before the specified response due date and time. The DPS emphasizes that failure to adhere to the specific form and delivery method requirements identified in the solicitation package may result in disqualification of the response.

Access to the DPS Online Bid Room requires a two-step registration process. Vendors must first register at https://texasdps.appianportalsgov.com/vendor-management, which can take up to two business days to receive username and password credentials. Upon completion of registration, vendors receive login credentials via email and can access the portal to review solicitation opportunities and submit electronic responses. The DPS provides vendor resources including an Online Bid Room Vendor Tutorial, Vendor User Guide, and Frequently Asked Questions to assist with navigation. Vendors are cautioned to allow sufficient time for the registration process to meet bid deadlines, as late submissions are not accepted. The document notes that technical difficulties with the optional DPS Online Bid Room do not constitute grounds for protesting contract awards, and that electronic submissions via the portal receive automatic system confirmation of receipt.
