About this opportunity

The Georgia Department of Administrative Services (DOAS), State Purchasing Division, issued an RFP on October 27, 2021 to establish a statewide fleet management contract, with proposals due December 15, 2021. The resulting contract is mandatory for all State of Georgia governmental entities subject to the State Purchasing Act and available on a convenience basis to other Georgia governmental entities including authorities, local governments, municipalities, counties, and political subdivisions.

The scope comprises two integrated systems: a Total Maintenance System (TMS) enabling state entities to utilize offsite repair facilities within the vendor's network for vehicle repairs and routine maintenance, and a Garage Maintenance System (GMS) allowing entities with internal garage operations to upload maintenance and repair data into the main fleet management system.

A mandatory bidders' conference was held virtually on November 8, 2021 via GoToWebinar. Questions were due by December 15, 2021. The issuing officer for the RFP was Sherida Edwards at ofm.rfp@doas.ga.gov.

Element Fleet Corporation was awarded as the apparent successful offeror under a Notice of Intent to Award posted June 24, 2025. Two other offerors responded: Holman Inc./Automotive Rentals, Inc., rejected for not submitting the highest scoring proposal, and EnSight Plus, LLC, which withdrew its response. The issuing officer for award administration is Jessica Sherman at jessica.sherman@doas.ga.gov. Contract protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual. No contract value, term, renewal options, or pricing details are disclosed in the available documents.
