About this opportunity
First 5 Sacramento is conducting a Request for Proposal (RFP #2023-RFP-0252) for Crisis Nursery & Crisis Intervention Case Management Support services targeting families with children ages 0-5 in Sacramento County. The procurement seeks to fund two crisis nursery locations in North and South Sacramento for a three-year period from July 1, 2024, through June 30, 2027. Key deliverables include providing emergency childcare, overnight care, and crisis intervention case management through a trauma-informed, culturally responsive approach. Proposers must develop strength-based assessment tools, create family empowerment plans, link families to community resources, and provide comprehensive case management to help families stabilize and build resilience. The procurement requires providers to offer nutritious meals, medical screenings, developmentally appropriate early literacy activities, and targeted outreach to underserved populations. The mandatory proposers' conference was held on October 4, 2023, with the proposal submission deadline set for November 13, 2023, and an anticipated contract award approval on February 5, 2024.
Eligible applicants are limited to private, non-profit organizations with specific licensing requirements, including a current business license, infant center license, preschool/daycare license, and crisis nursery license. The procurement prioritizes organizations demonstrating racial equity, diversity, inclusion, and cultural responsiveness. Proposers must target underserved communities, including grandparents raising grandchildren, teen parents, and former foster youth. The total funding available for the three-year contract period is $2,689,953, with a recommended equal budget allocation across years and potential up to 2% budget increases in years two and three if justified. Funding will be provided through First 5 Sacramento's tobacco tax revenue from Proposition 10, with a focus on early childhood development and preventing child maltreatment. Successful contractors will be required to provide quarterly progress reports, participate in evaluation activities, and demonstrate a commitment to community involvement and sustainability planning.
Opportunity text
First 5 Sacramento is committed to funding strength-based, trauma informed and culturally responsive programs that aid in the prevention of child maltreatment and neglect in children ages 0 to 5 years. The Commission's investment in prevention and early intervention represents one of the largest commitments to date.
To further the Commission's prevention work, First 5 Sacramento will continue to fund concrete supports for families in crisis, including safe, emergency childcare and overnight care and crisis intervention case management for families. The Commission seeks to support parents and caregivers in resolving crisis situations that may put children at risk for abuse or neglect. Through these efforts, families are provided with direct support and service coordination needed to move beyond crisis into stability and build resiliency through culturally responsive interventions.
The Crisis Nursery Model is an effective promising practice that can strengthen and preserve families and help children thrive. The Crisis Nursery Model will be provided in two locations (North Sacramento and South Sacramento) serving Sacramento County families. This strategy supports the goal of ensuring that services and resources are in place to reduce parental stress, help families resolve crises, and build family stability.
