About this opportunity
The Sacramento County Department of Child, Family and Adult Services (DCFAS), Senior and Adult Services (SAS) Division, is procuring Operating Subsidy Payment (OSP) Program services through the Community Care Expansion (CCE) Preservation Program. This procurement targets licensed Adult Residential Facilities (ARFs), Residential Care Facilities for the Elderly (RCFEs), and Residential Care Facilities for the Chronically Ill (RCFCIs) that serve individuals receiving Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI). The primary objective is to provide operational subsidies to prevent facility closures and maintain bed availability for qualified residents, with funding priorities focused on facilities at highest risk of closure, those with the highest percentage of qualified residents, and facilities accepting county program placements. Eligible applicants must submit proposals electronically through OpenGov.com, with responses accepted until December 31, 2028, at 5:00 pm. Key qualifications include being a licensed facility currently serving at least one qualified resident, maintaining good standing with Community Care Licensing, and demonstrating a critical operating or cash flow gap. Evaluation criteria will emphasize facilities' risk of closure, percentage of qualified residents served, and alignment with county placement programs.
The procurement is open to all currently licensed residential care facilities in Sacramento County and San Francisco City that meet specific criteria, with no explicit set-aside designations for disadvantaged enterprises mentioned. Recipients must agree to continue serving qualified residents, prioritize applications from individuals experiencing or at risk of homelessness, and use funds exclusively for operational costs such as utilities, maintenance, staff payroll, taxes, and insurance. The program is funded through Assembly Bill 172 (Chapter 696, Statutes 2021) and administered by the California Department of Social Services, with Sacramento County DCFAS serving as the local administrator. While specific award values are not explicitly stated, the program is designed to provide critical operational subsidies to prevent facility closures. The funding appears to be ongoing, with the current solicitation period extending through December 31, 2028, suggesting potential multi-year support for qualifying facilities. No incumbent vendors or specific technology integration requirements were identified in the provided documentation.
Opportunity text
California has a shortage of licensed Adult Residential Facilities (ARFs) and Residential Care Facilities for the Elderly (RCFEs) that accept individuals receiving or applying for Supplemental Security Income/State Supplementary Payment (SSI/SSP) or Cash Assistance Program for Immigrants (CAPI). Many adult and senior care facilities that accept SSI/SSP or CAPI residents in Sacramento County and across the state are closing or reducing the number of these recipients that they can serve, as benefit amounts have not kept up with the rising cost of housing.
The Sacramento County Department of Child, Family and Adult Services (DCFAS), Senior and Adult Services (SAS) Division, is seeking all eligible ARFs, RCFEs, and Residential Care Facilities for the Chronically Ill (RCFCIs) that serve SSI/SSP or CAPI residents, also known as Qualified Residents, that are in need of operational subsidies. Sacramento County DCFAS can provide Operating Subsidy Payments (OSP) to eligible residential adult and senior care facilities for costs associated with the day-to-day cost of physical operations. The intent of OSP is to provide operating subsidies to existing eligible residential adult and senior care facilities to preserve and avoid their closure and/or reduction in the number of beds for qualified residents and resident exits to homelessness.
