About this file

This document is a Request for Proposal (RFP) #2023-RFP-0252 issued by First 5 Sacramento, a commission of Sacramento County, California, seeking a contractor to provide Crisis Nursery and Crisis Intervention Case Management Support. The RFP aims to fund a non-competitive program to support families with children ages 0-5 through emergency childcare, overnight care, and crisis intervention case management. The proposal seeks to fund two crisis nursery locations in North and South Sacramento for a three-year period from July 1, 2024, through June 30, 2027. Key dates include a mandatory prospective proposers' informational meeting on October 4, 2023, a proposal submission deadline of November 13, 2023, and an anticipated contract award approval on February 5, 2024.

The funding for this program will be provided through First 5 Sacramento's tobacco tax revenue from Proposition 10, with the goal of supporting early childhood development and preventing child maltreatment. The commission is committed to racial equity, diversity, inclusion, and cultural responsiveness, requiring proposers to demonstrate these principles in their applications. Eligible applicants must be private, non-profit organizations with specific licenses, including a current business license, infant center license, preschool/daycare license, and crisis nursery license. The RFP emphasizes the importance of community involvement, sustainability planning, and data collection, with contractors required to provide quarterly progress reports and participate in evaluation activities. Funding amounts and specific resource allocation will be detailed in the RFA Specifications Sheet.

Request for Proposal #2023-RFP-0252 Title: First 5 Sacramento: Crisis Nursery & Crisis Intervention Case Management Support

1. INTRODUCTION

1.1. Summary

First 5 Sacramento is committed to funding strength-based, trauma informed and culturally responsive programs that aid in the prevention of child maltreatment and neglect in children ages 0 to 5 years. The

Commission’s investment in prevention and early intervention represents one of the largest commitments to date.

To further the Commission’s prevention work, First 5 Sacramento will continue to fund concrete supports for families in crisis, including safe, emergency childcare and overnight care and crisis intervention case management for families. The Commission seeks to support parents and caregivers in resolving crisis situations that may put children at risk for abuse or neglect. Through these efforts, families are provided with direct support and service coordination needed to move beyond crisis into stability and build resiliency through culturally responsive interventions.

The Crisis Nursery Model is an effective promising practice that can strengthen and preserve families and help children thrive. The Crisis Nursery Model will be provided in two locations (North Sacramento and South Sacramento) serving Sacramento County families. This strategy supports the goal of ensuring that services and resources are in place to reduce parental stress, help families resolve crises, and build family stability.

1.2. Background

A. Purpose of The Funding First 5 Sacramento’s vision is that Sacramento County will have strong communities where children are safe, healthy, and reach their full potential. To this end, First 5 uses tobacco tax revenue through Proposition 10 to support early childhood development through advocacy, systems improvement, and by funding a range of essential prevention and early intervention programs for Sacramento County children ages 0 through 5 and their families.

The First 5 Commission has laid out its foundational belief and core truth that racism, not race, is the root of health and early learning disparities. The Commission’s efforts focus on Racial Equity, Diversity &

Inclusion and Cultural Responsiveness (REDI +CR) to ensure we, and our partners, are equitably meeting the needs of Sacramento County’s children and families.

The First 5 Sacramento Commission routinely engages in a Strategic Planning process to determine community needs, assets, and gaps where the Commission may be able to have an impact in ensuring children have the best start in life. The 2024 Strategic Plan, which was approved on April 4, 2023, identifies five priorities for investment for Fiscal Years 2024-25 through 2026-27. The entire strategic planning process was designed to center racial equity, to be highly inclusive, and to be data informed.

Subsequently, Commission staff expanded on the Strategic Plan by developing a 2024 Implementation

Plan, which was approved on June 5, 2023. Both of these plans are available on the Commission’s website at first5sacramento.saccounty.gov. The Implementation Plan provides a roadmap for funding. It includes detail regarding funded strategies, the primary population to be served, the funding mechanism, and the three-year allocation for each strategy. Within this roadmap, each strategy indicates a funding process.

This funding opportunity is a non-competitive Request for Applications (RFA) that allows for the submission of proposals detailing proposed services and a budget. The funding for this non-competitive

RFA is focused on the Emergency Childcare & Case Management strategy under the Health & Well-Being

Priority.

B. Primary Population

The First 5 Sacramento Commission funds shall serve pregnant women, children ages zero through five, their parents/caregivers, and early learning professionals in Sacramento County. Children are eligible for

Commission-funded activities up to their 6th birthday or until they enter kindergarten, whichever comes first. For further detail regarding the specific population to be served under this RFA, please refer to the RFA Specifications Sheet.

C. Amount of Funding and Contract Term

Funding is available for three years beginning July 1, 2024 through June 30, 2027. Please see the RFA

Specifications Sheet for the recommended funding amounts under this non-competitive RFA.

Funding for approved programs will be subject to periodic fiscal and program evaluation to ensure that the anticipated results are being achieved. The Commission is under no obligation to continue funding beyond the contract term.

• The proposed budget and sustainability of the project

4.4. Leveraging and Sustainability

First 5 Sacramento has a vested interest in the sustainability of programs, services and positive outcomes for children and families. As funding for direct services declines, it is important for its contractors to plan and take action towards greater sustainability.

Contractors will be required to develop and/or update a written Sustainability Plan with the goal of securing new and alternate funding and leveraged resources. To document progress towards sustainability, contractors will be asked to complete periodic questionnaires and reports, submit supporting documentation for matching funds and in-kind services, and comply with other sustainability monitoring requests.

The goal is that by the end of the three-year period (June 30, 2027), contractors are able to sustain services. First 5 will continue to strengthen and cultivate partnerships to enhance sustainability and efforts to ensure that children and their families have access to critical services that support their health, early education, and family stability.

4.5. Evaluation and Data Collection Requirements

Evaluation

All agencies funded by First 5 Sacramento must manage and monitor their programs to ensure quality and timely work. They will be required to participate in the Commission’s evaluation and contract compliance activities. In order to demonstrate that strategies are resulting in their intended outcomes, providers will collect client consent to participate in the evaluation. Additionally, providers will collect and report client-level and aggregate data for numbers of clients served, client demographics, service usage data, and selected outcomes. All funded programs will be required to participate in/perform the following:

A. Work with the Commission’s evaluation contractor to develop an evaluation plan that is based on Commission results, outcomes and indicators. The evaluation plan will document the type of data to be collected, the persons responsible for ensuring that the data are collected and a time line of when the data will be collected and submitted.

B. Collect and report client and program level data as requested by the Commission, using the

Commission’s identified database system.

C. Provide referrals to other services for families using a closed-loop, online referral system identified by First 5.

D. Provide, at a minimum, quarterly contract progress reports.

E. Participate in periodic site visits.

F. Other evaluation activities as the Commission and/or its evaluation consultant deems necessary.

Data Collection

Contractors shall be required to utilize the Commission’s data collection, closed-loop referral, and contractor monitoring tool. Use of this tool will require appropriate contractor staff training. Ongoing training and technical assistance will be available to all contractors.

As a condition of receiving First 5 funding, all funded programs are required to provide complete access to data without restriction or financial cost to the Commission/the Commission’s evaluation contractor.

4.6. Insurance Requirements

If selected for funding, your organization will be required to obtain and maintain insurance that fulfills

Commission and Sacramento County requirements. Failure to conform to insurance requirements shall constitute grounds for termination of the contract.

4.7. Withdrawal of Application by Applicant

An application may be withdrawn through the SacCountyEbids portal by selecting "Unsubmit Proposal" if you have already submitted it; you may also place a "No Bid". If you have not submitted your application but have begun it, you may also place a "No Bid" if you decide for some reason not to go forward with the application. We would appreciate you selecting a reason for the no bid as it will help us in designing future releases.
