About this file
The document is a presentation slide deck for a Mandatory Bidders Conference and RFA Informational Session by First 5 Sacramento, held on October 4, 2023, from 10:00 a.m. to 11:30 a.m. The presentation outlines the application process for various Requests for Proposals (RFPs) and Requests for Applications (RFAs), including Pregnancy Peer Support Services, Oral Health Systems Improvement, Family Engagement and Connection at Schools, Help Me Grow, Crisis Nurseries, and Breastfeeding Support Services. Eligible applicants include special or general purpose government units in Sacramento County, non-profit organizations, and private businesses with current licenses. The application process involves creating an account on OpenGov, using the Q&A function, and submitting responses through SacCounty E-bids by the specified deadline.
The presentation provides a detailed vendor submission guide with eight sections covering organization description, staffing, community involvement, program description, budget documents, sustainability, certifications, and appendices. First 5 Sacramento is funded through Proposition 10 tobacco tax revenues and focuses on the health and well-being of children from prenatal to age five. The organization's FY 2024-27 Conceptual Framework emphasizes racial equity, health and well-being, quality child care, parent partnership, and systems improvement. Vendors are required to provide comprehensive documentation, including organizational charts, resumes, job descriptions, letters of commitment, and detailed budgets. The submission process aims to ensure that proposed programs are culturally responsive, trauma-informed, and aligned with the commission's goals of preventing child maltreatment and supporting families in crisis.
