About this opportunity
The City of Temple, Texas, located in Bell County, is soliciting competitive sealed proposals (CSP #22-01-26) for the renovation and expansion of Fire Station No. 2 located at 1710 E. Avenue H, Temple, Texas. The project encompasses comprehensive renovation of the existing fire station's living quarters and support spaces, including reconfiguration of interior spaces to create six individual bedrooms, two restrooms with showers, a remodeled kitchen and dayroom, an IT closet, and a dedicated office space. Additional work includes constructing an approximately 460-square-foot addition on the east side of the existing living quarters, enclosing and converting the existing west porch into a gear storage room, removing and replacing exterior stone veneer, and complete removal and replacement of all gypsum board, insulation, ductwork, HVAC equipment, and associated controls serving the living quarters. The selected contractor must furnish all labor, materials, equipment, tools, permits, and licenses necessary for complete project execution and completion within 365 consecutive calendar days from the Notice to Proceed. Proposals will be evaluated on a best-value basis using the following weighted criteria: proposed amount (40 percent), firm experience and reputation (30 percent), personnel experience and reputation (15 percent), and project approach (15 percent). Proposers must submit a 5 percent bid bond with their proposals, complete a Proposer Information Form with at least three professional references, provide conflict of interest questionnaires if required, and submit supplemental information documenting two comparable projects completed within the last five years by the same regional office, proposed project team resumes, identified subcontractors for site utilities, mechanical, electrical, plumbing, and roofing work, and detailed descriptions of project management approach including construction schedules and quality assurance procedures. The non-mandatory pre-proposal conference and site visit is scheduled for Wednesday, April 8, 2026 at 9:30 a.m.; questions must be submitted by Friday, April 10, 2026 at 12:00 p.m.; proposals are due Wednesday, April 22, 2026 at 2:00 p.m. with virtual proposal opening immediately following; supplemental information must be submitted by Thursday, April 23, 2026 at 2:00 p.m.; and contract award is expected in May/June 2026.
No specific set-aside designations or restrictions limiting the types of organizations that can respond have been identified in the procurement documents provided. However, the contractor must comply with prevailing wage rate requirements in accordance with Chapter 2258 of the Texas Government Code, with wage rates varying by classification and construction type, and must obtain performance and payment bonds in the amount of 100 percent of the total contract price per Texas Government Code Chapter 2253. Insurance requirements include comprehensive general liability insurance with limits of $500,000 per occurrence, workers' compensation coverage as required by Texas law, automobile liability insurance with $500,000 combined single limit, and Owner's protective liability insurance of $500,000 combined single limit. The engineer's estimate of probable cost for this project is $1,672,844, which establishes the anticipated budget range for contract award. Retainage will be held at 5 percent for contracts of $400,000 or more, with potential reductions as work progresses to completion. Application fees for permits required by City ordinance will be waived by the City, and the project includes environmental compliance requirements addressed through a Limited Building Inspection Report for Asbestos Containing Building Materials and geotechnical design recommendations for foundation installation addressing highly expansive clay soils present at the site.
