Fire Station No. 2 Renovation & Expansion – Division 01 General Requirements
This is a Division 01 General Requirements specification document for the City of Temple, Texas Fire Station No. 2 Renovation and Expansion project located at 1710 East Avenue H, Temple, Texas 76501. The project encompasses comprehensive renovation and expansion of the existing fire station's residential quarters and support spaces, including the construction of a 460-square-foot addition on the east side, reconfiguration of interior spaces to create six individual bedrooms, two restrooms with showers, a remodeled kitchen and dayroom, an IT closet, and a dedicated office. The scope further includes enclosing the existing west-side porch for conversion to gear storage, removing and replacing exterior stone veneer, all gypsum board and insulation in affected areas, and complete removal and replacement of ductwork, HVAC equipment, and associated controls serving the living quarters. The project is structured as a single prime contract with the selected contractor required to complete all work within 365 consecutive calendar days from the Notice to Proceed. The contractor is responsible for furnishing all labor, materials, equipment, tools, permits, licenses, and other facilities necessary for proper execution and completion of the work. The engineer's estimate of probable cost is $1,672,844. Division 01 specifications establish procedures for project management and coordination, submittal requirements, quality assurance and control testing, product requirements, execution standards, project closeout procedures, operations and maintenance documentation, and demonstration and training of owner personnel.
The specifications require the contractor to coordinate construction operations to minimize interruption to the fire station's apparatus bay operations, which shall remain fully functional throughout the renovation of the residential quarters, with fire department personnel operating from a mobile-home trailer on-site. The contractor must comply with all federal, state, and local regulations, obtain required permits and approvals, and coordinate with the architect, owner's consultants, and separate contractors including Atmos Energy. Specific quality control requirements include testing and inspection for earthwork, concrete reinforcement, cast-in-place concrete, masonry, and other critical elements, with reports submitted to the architect. The contractor must prepare comprehensive project record documents including as-built drawings and specifications, operating and maintenance manuals, commissioning documentation, and video training sessions, all to be submitted in both hard copy and electronic format prior to substantial completion. Weather day allowances are specified based on historical climatic data, with abnormal inclement weather defined as precipitation exceeding 0.10 inches, temperatures preventing construction activity, or sustained winds exceeding 25 mph. The project closeout requirements are extensive, with the contractor required to complete punch list items within 30 days of substantial completion, provide attic stock materials equivalent to approximately 10 percent of materials used, and submit final release of liens and claims before final payment authorization.

1.02 SUMMARY
A. Section includes administrative and procedural requirements for alternates.
1.03 DEFINITIONS
A. Alternate: An amount proposed by bidders and stated on the Bid Form for certain work defined in the bidding requirements that may be added to or deducted from the base bid amount if the Owner decides to accept a corresponding change either in the amount of construction to be completed or in the products, materials, equipment, systems, or installation methods described in the Contract Documents.
1. Alternates described in this Section are part of the Work only if enumerated in the Agreement.
2. The cost or credit for each alternate is the net addition to or deduction from the Contract Sum to incorporate alternates into the Work. No other adjustments are made to the Contract Sum.
3. Alternate Bids shall include all overhead and profit applicable to that portion of the work.
4. The description below for each Alternate Bid is recognized to be incomplete and abbreviated and implies that each change must be complete for the scope of work affected. The descriptions are primarily scope definitions, and do not necessarily detail the full range of materials and processes needed to complete the work as required. Refer to applicable Specification Sections, and to applicable drawings, for the specific requirements of the work, regardless of whether references are so noted in the description of each Alternate. Coordinate related work and modify surrounding work as required to properly integrate with the work of each Alternate.
Any change of details, construction, etc., as required to accommodate the Alternate shall be the responsibility of the Contractor and shall be included in his Alternate Bid Price.
5. Where methods of construction, materials, finishes, or details of installation, required by the various Alternate Bids, differ from the requirements shown on drawings or specified for corresponding items, the Alternate construction, materials, etc., will be subject to approval by the Architect.
6. Approval of the Alternate makes all requirements of scope, performance, submissions, service and guarantee binding as any other material name appearing

A. Coordination: Revise or adjust affected adjacent work as necessary to completely integrate work of the alternate into Project.
1. Include, as part of each alternate, miscellaneous devices, accessory objects, and similar items incidental to or required for a complete installation, whether or not indicated as part of alternate.
2. Prior to installation of the Alternate items, verify that all surfaces have been modified as necessary to accept the installation and that the item or items may be installed in complete accordance with their manufacturer's current recommendations.
Notify the Architect of any discrepancies before proceeding.
B. Notification: Immediately following award of the Contract, notify each party involved, in writing, of the status of each alternate. Indicate if alternates have been accepted, rejected, or deferred for later consideration. Include a complete description of negotiated revisions to alternates.
C. Execute accepted alternates under the same conditions as other Work of the Contract.
