About this opportunity
The Florida Department of Transportation (FDOT) is seeking competitive sealed proposals for the FION Optical Transmission System Upgrade and Video Distribution Router Additions Phase 4, specifically targeting the enhancement of its existing 2.5 Gb/s SONET optical transport system to a protocol-agnostic 100 Gb/s Optical Transport Network. The project involves upgrading optical infrastructure at 69 sites across Florida's Intelligent Transportation Systems Operations Network, including replacing Extreme Networks VSP switches, Nortel/Ciena OM-5200 optical transmission shelves, and installing Nokia 7250 IXR-R6 MPLS routers and associated network equipment. Deliverables include comprehensive engineering plans, equipment staging, system integration, fiber characterization testing, and network cutover with minimal disruption to existing operations. Evaluation will be based on technical proposals (100 points), oral presentations (10 points), and price proposals (10 points). Key dates include a mandatory pre-proposal conference held on January 14, 2025, technical questions due by January 24, 2025, and proposals due by March 17, 2025 at 10:00 AM EST. Proposers must attend the mandatory pre-proposal conference and be registered in the State of Florida's MyFloridaMarketplace system.
The procurement is open to all qualified vendors, with specific requirements that out-of-state corporations must be authorized to do business in Florida and all bidders must be properly licensed by the Florida Department of Business and Professional Regulation. The solicitation includes several anti-discrimination provisions consistent with Title VI of the Civil Rights Act, ensuring nondiscrimination based on race, color, national origin, sex, disability, and age. A performance bond of $5,000,000 is required, which will be reduced to $1,000,000 upon final acceptance. The contract term is five years with up to three years of potential renewals, and vendors must provide Nokia Gold technical support with Next Business Day Advanced Exchange during the warranty period. The project includes a milestone-based payment structure, with Milestone 1 covering 25% of the subtotal for engineering plans and Milestone 2covering 100% of the subtotal for equipment staging. While no specific set-aside designations are mentioned, the solicitation emphasizes compliance with E-Verify requirements and scrutiny of companies with activities in certain sanctioned regions. The estimated project scope suggests a potential award value in the multi-million dollar range, with detailed pricing to be determined through the competitive proposal process.
