About this opportunity
The State of Oregon, Department of Administrative Services State Procurement Services, on behalf of the Department of Human Services Office of Developmental Disability Services (ODDS), is soliciting proposals for Financial Management Agent Services through RFP S-DASOBO-00016781. The procurement seeks a single awarded contractor to provide comprehensive financial management and payroll administration services to Common Law Employers and Personal Support Workers serving individuals with intellectual and developmental disabilities, as well as to serve as a Statutory Employer for ODDS when required under federal or Oregon law. Key deliverables include enrolling employers and employees in the contractor's system, processing and distributing payroll, withholding and remitting taxes, managing enrollment and dis-enrollment, developing policies and procedures, maintaining secure information technology infrastructure supporting file transfers from 50 MB to over 5 GB, implementing disaster recovery planning with annual testing, providing customer service between 8:00 AM and 5:00 PM Pacific Time, and conducting quarterly system testing with ODDS' eXPRS system. The contractor must demonstrate five years of experience with Medicaid beneficiaries and self-directed service programs, comprehensive knowledge of federal and Oregon tax and labor laws, and familiarity with IRS difficulty of care rules. The scope encompasses services for up to 15,000 Common Law Employers and their employees. Evaluation will allocate 330 total points across technical criteria including Knowledge and Experience (50 points), Payroll and Payment Management (60 points), Policies and Procedures (40 points), Information Technology (40 points), Customer Service (40 points), Migration and Transition (40 points), Reporting (15 points), and References (15 points), plus 30 points for cost proposals. The pre-proposal conference is scheduled for May 21, 2026, at 10:00 AM Pacific Time; written questions are due by May 21, 2026, at 10:00 AM; and proposals must be submitted by June 17, 2026, at 4:00 PM Pacific Time. The Notice of Intent to Award is anticipated between July and August 2026. The initial contract term is three years, with potential for additional periods at the State's discretion without further procurement.
The RFP does not establish specific set-asides or restrictions limiting eligible proposers, though it does require certification of compliance with state and local tax laws, non-discrimination in employment practices, adherence to Oregon wage and hour laws, and exclusion from federal sanctions lists. Proposers are required to disclose their certification status under Oregon Revised Statutes 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID) if they hold designations as disadvantaged businesses (DBE), minority-owned (MBE), woman-owned (WBE), service-disabled veteran-owned (SDV), or emerging small businesses (ESB), though this outreach plan information is not scored. The contractor must obtain and maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), professional liability ($2,000,000 per claim/$4,000,000 aggregate), and network security and privacy liability insurance, with the State of Oregon named as additional insured. The cost proposal structure consists of monthly administrative fees charged per individual for Common Law Employer services and per employee for Statutory Employer services, with optional consideration of a startup fee for transferring groups exceeding 50 employers or employees. Contractor pricing must remain fixed for at least the first 24 months, with any subsequent annual adjustments requiring written justification based on demonstrable market changes. No incumbent vendor, existing budget range, or award value is specified in the available solicitation documents.
