About this file

This is a Certified Disadvantaged Business Outreach Plan attachment (Attachment F) for RFP S-DASBO-0001678 issued by the State of Oregon for Financial Management Agent Services. The procurement seeks an awarded proposer to provide Financial Management Agent Services to Common Law Employers with respect to employees providing Community Living Support services, as well as to provide FMAS to the Agency as a Statutory Employer when required under federal or Oregon law. The document does not specify quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms, as it functions as a compliance attachment rather than a standalone solicitation document.

The outreach plan requires proposers to disclose their certification status under Oregon Revised Statutes 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including designations as disadvantaged businesses (DBE), minority-owned (MBE), woman-owned (WBE), service-disabled veteran-owned (SDV), or emerging small businesses (ESB). Proposers must list prior contractual relationships with certified firms and non-certified firms that may qualify as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses. If subcontracting opportunities exist, proposers must describe solicitation steps for certified firms, identify specific subcontracting opportunities with approximate dollar values, and indicate willingness to report subcontractor identity and values to COBID. The submission of outreach plan information is not scored in the evaluation process.
