About this file
This is a Cost Proposal Attachment (Attachment E) for a Financial Management Agent Services Request for Proposals (RFPS-DASOBO-00016781) issued by the State of Oregon, Department of Administrative Services (DAS) and Department of Human Services (DHS). The RFP seeks a Financial Management Agent to provide administrative services to Common Law Employers whose employees deliver Community Living Support services to individuals, as well as to DHS as a Statutory Employer when required under federal or Oregon law. The proposal requires detailed cost calculations and breakdowns for monthly administrative fees charged per individual or employee served.
Proposers must provide itemized cost calculations for two distinct fee structures: a Common Law Employer Fee and a Statutory Employer Fee, each calculated on a per-individual or per-employee monthly basis. Cost categories to be detailed include average monthly salary or costs by position type, payroll-related expenses such as taxes and benefits, services and supplies for training and job-related materials, indirect costs such as rent and company vehicles, and capital outlay for staff equipment including computers and office furniture. The RFP anticipates that the Statutory Employer Fee will be lower than the Common Law Employer Fee since it should include only incremental costs without duplicating expenses covered in the Common Law calculation. An optional administrative startup fee may also be proposed if applicable for transferring groups of more than 50 Common Law Employers or Employees into the services concurrently. All fees must be clearly calculated and justified based on anticipated volume of individuals or employees to be served.
