About this opportunity

The Texas Comptroller of Public Accounts is requesting proposals for Financial Institution Data Match (FIDM) Services under RFP 304-26-1692SH, with proposals due March 19, 2026 at 2:00 PM Central Time. The Comptroller seeks a qualified contractor to facilitate data exchange and matching between financial institutions and delinquent taxpayers in accordance with Section 111.025 of the Texas Tax Code. A HUB Subcontracting Plan is mandatory; respondents must complete the form regardless of HUB status and either meet the agency's HUB goal or demonstrate good-faith outreach to at least three certified HUBs and two trade organizations.

The scope encompasses development of an implementation project plan, outreach and support to financial institutions, data exchange and quality control, data matching, compliance assurance, and project management reporting. As of December 31, 2025, 926 financial institutions are required to participate, with 910 currently enrolled; 255 use Method 1 reporting and 655 use Method 2 reporting. The contractor will process quarterly delinquent taxpayer records ranging from approximately 482,000 to 588,000. Historical performance shows an average of 420,093 full matches and 106,291 partial matches per quarter with a hit rate of 61.8% and average matched account value of $18,303.

Services commence July 1, 2026, with an initial term through December 31, 2026, and three optional one-year renewals at the Comptroller's sole discretion. Compensation is firm fixed price with no guaranteed minimum. The contractor must obtain TX-RAMP Level 2 certification independently, provide an independent information security assessment per NIST SP 800-88 standards, carry professional liability insurance, and comply with data destruction requirements within 60 days of each quarterly match. Liquidated damages are assessed at up to $500 per calendar day for failure to timely deliver services. The incumbent contractor is Informatix, Inc., with total payments through December 31, 2025 of $714,595. Questions were due February 24, 2026; official responses were released March 11, 2026. Addendum No. 1 amended the proposal deadline to March 19, 2026, and acknowledgement of the addendum is required with proposal submission.
