The Comptroller seeks a qualified independent contractor to serve as the Comptroller's agent to facilitate the exchange and matching of financial institution and delinquent taxpayer data in accordance with Section 111.025 of the Texas Tax Code. The services include development of an implementation project plan, outreach and support to financial institutions, data exchange and quality control, compliance assurance, and project management and reporting. The RFP was issued on February 10, 2026, with a deadline for questions on February 24, 2026, official responses to questions released on March 2, 2026, and proposal submission deadline of March 10, 2026 at 2:00 PM Central Time. Services are anticipated to commence on July 1, 2026. The initial contract term extends through December 31, 2026, with three optional one-year renewal terms available at the Comptroller's sole discretion. The volume of delinquent taxpayers processed quarterly ranges from approximately 482,000 to 588,000 records based on recent quarters.

The Comptroller reserves the right to process payments monthly in accordance with the Texas Prompt Payment Act. Financial institutions voluntarily participate in the program without reimbursement from the Comptroller. Respondents must demonstrate financial stability, provide evidence of relevant experience with FIDM services for tax enforcement purposes, maintain cybersecurity and data safeguard compliance, and comply with data destruction requirements within 60 days of quarterly data match completion. The Texas Comptroller of Public Accounts (“Comptroller”) issues this Request for Proposals No. 304-26-1692SH (“RFP”) to solicit proposals from qualified, independent persons or entities to provide Financial Institution Data Match (“FIDM”) services as described in this RFP (“Services”). Comptroller’s objective is to obtain the Services that represent the best value for Comptroller and the State of Texas, according to the terms and conditions of this RFP.
All requisite services are referred to as “Services” in this RFP and are more fully described in Part II (Scope of Work) of this RFP. Each individual or firm submitting a response to this RFP will be referred to as a “Respondent.” The selected Respondent(s), if any, will be referred to as the “Successful Respondent.”
Comptroller anticipates making contract award to one (1) Successful Respondent for the Services. The date of award, number of contracts awarded, and all procedures relating to a Contract are the sole discretion of the Comptroller.
Comptroller reserves the right not to award a contract for the performance of all or part of the Services. The contract resulting from this RFP, if any, will be referred to as the “Contract.” Successful Respondent, as an independent contractor, shall provide Services under the Contract with Successful Respondent’s own personnel.
All costs associated with the Services must be included in the Respondent’s Proposal. Proposals that do not meet all of the requirements or contain all of the required documentation specified in this RFP will be rejected as non-responsive.
1.2 Background
The Comptroller’s Enforcement Division collects delinquent taxes and provides taxpayer services to promote compliance with the tax laws administered by the Comptroller. Section 111.025 of the Texas Tax Code, related to Delinquent Taxpayer financial records, was enacted through the 87th Texas Legislative Session and became effective September 1, 2021, establishing a program of exchange and matching of Financial Institution and Comptroller data as a tool to assist the Comptroller in the collection of delinquent taxes and fees administered by the Comptroller.
Section 111.025(b) of the Texas Tax Code requires Financial Institutions to exchange data with the Comptroller or the Comptroller’s agent each calendar quarter for the purposes of matching the names of Financial Institution Account Owners with the names of Delinquent Taxpayers. A Financial Institution may meet data exchange requirements of Section 111.025 of the Texas Tax Code by using reporting Method 1 or reporting Method 2 as further described in this RFP. No reimbursement shall be provided by Comptroller to FI for participation in and compliance with the requirements of Section 111.025 of the Texas Tax Code and the Comptroller’s FIDM program.
Section 111.025(h) of the Texas Tax Code provides that the Comptroller may contract with a third party as the Comptroller’s agent to facilitate exchange and matching of Financial Institution and Comptroller data, and Comptroller seeks to contract with a qualified Successful Respondent as Comptroller’s agent for such purposes.
The Delinquent Taxpayer volume per quarter for each of the four (4) calendar quarters immediately preceding issuance of this RFP is:
Calendar Quarter Total Volume of Delinquent Taxpayers
October 1, 2024 – December 31, 2024 588,660 January 1, 2025 – March 31, 2025 563,021
April 1, 2025 – June 30, 2025 552,110 July 1, 2025 – September 30, 2025 482,542
Comptroller cannot guarantee any minimum amount of compensation under the Contract, if any, resulting from this RFP.
