About this opportunity

The State of Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division is procuring construction services for the closure and decommissioning of the wastewater treatment plant lagoon system at Pugsley Correctional Facility located in Fife Lake Township, Grand Traverse County, Michigan. The project (File No. 472/15085-GAG) encompasses comprehensive scope including biosolids removal and disposal of approximately 830,000 gallons of sludge, water removal from four lagoon cells, complete irrigation system demolition (including 1" to 8" diameter piping, sprinkler heads, and associated wiring), sanitary sewer structure and piping demolition, lagoon liner removal and disposal (including geosynthetic clay liner and flexible membrane liner), monitoring well plugging and abandonment (11 wells total), electrical system disconnection and demolition, and site restoration through topsoiling, seeding, fertilization, and mulching. The project is organized as eight lump-sum bid items with a contract term of 380 calendar days from Notice-to-Proceed or completion by September 30, 2019, with liquidated damages assessed at $600 per calendar day of delay beyond substantial completion. A mandatory pre-bid conference and site tour was held on August 13, 2018, at 2:00 p.m. at 7401 East Walton Road, Kingsley, Michigan 49649, with electronic bids due August 22, 2018, at 2:00 p.m. local time through the Michigan SIGMA VSS website. Potential bidders could submit questions until Friday, August 17, 2018, at 5:00 p.m. to the primary contact, Martin Graf at Gosling Czubak Engineering Sciences, located at 1280 Business Park Drive, Traverse City, Michigan 49686, telephone (231) 946-9191 or magraf@goslingczubak.com. Bidders must submit a bid guarantee equal to five percent of the base bid, and performance and payment bonds are required for all bids exceeding $50,000. Contractors must comply with Michigan prevailing wage requirements, provide proof of business licensing, submit certifications regarding Qualified Disabled Veteran status, and verify Michigan-based business status for bids over $100,000. Evaluation will apply a best-value approach considering price and qualitative factors including technical approach, personnel qualifications, and management plans, with selection based on the sum of base bid and accepted alternates.

A ten percent Qualified Disabled Veteran preference applies to eligible bidders meeting all requirements. All vendors and contractors must complete a Michigan Department of Corrections criminal history check request form (CAJ-1037) and receive facility security clearance through the Michigan Law Enforcement Information Network (LEIN) prior to facility access and project commencement. Bidders are responsible for verifying actual utility locations by contacting "Miss Dig" at 1-800-482-7171 or 811 at least three working days before construction starts, as the plans provide approximate locations only and contractors bear full responsibility for field verification of all existing conditions and site-specific measurements prior to bid submission. The State will complete lagoon water surface level reduction to approximately elevation 1053.5 feet by the end of October 2018 prior to contractor mobilization. Addendum 1 establishes a $150,000 provisional allowance for contingent granular material removal and disposal costs, which must be included in base proposal sums with bonds and insurance covering the allowance value; unused portions will be deducted through contract change order. All required insurance includes commercial general liability, vehicle liability, worker's compensation, employer's liability, and pollution liability coverage, with builders risk insurance to be provided by the contractor. No specific overall contract value or award amount is stated in the documents; however, the project scope, bonding requirements for bids exceeding $50,000, and the $150,000 provisional allowance suggest a significant construction contract value.
