About this file

This Addendum 1 document is issued by the State of Michigan Department of Technology, Management and Budget, Facilities and Business Services Administration, for the Department of Corrections' Pugsley Correctional Facility Lagoon Closure project. The project involves the closure and restoration of an existing wastewater treatment lagoon system, including biosolids removal and disposal, lagoon liner removal, irrigation system demolition, sanitary sewer structures and piping demolition, monitoring wells plugging and abandoning, and electrical disconnect and demolition. A mandatory pre-bid meeting was held on August 13, 2018, with the bid opening scheduled for August 22, 2018. The professional engineer of record is Gosling Czubak Sciences Engineering Inc. The addendum provides historical wastewater treatment plant plans for bidder information and clarifies that the Owner will complete lagoon water surface level reduction to approximately elevation 1053.5 feet by the end of October 2018.

The addendum revises specifications and bid schedule items to address potential contingencies in the project scope. Key revisions include the addition of provisions for hazardous granular material testing and removal, modifications to site restoration specifications including topsoil and seed mixture requirements, incorporation of an uninterruptible power supply for the master control cabinet, and establishment of a $150,000 provisional allowance for contingent granular material removal and disposal costs. Bidders must include the contingency allowance in their base proposal sum, with bonds and insurance covering the allowance value. The allowance will be used only if directed in writing by the Project Director and Professional, with unused portions to be deducted through contract change order. A change order pricing schedule is provided for granular material removal and disposal on a per-ton basis for wet material. All bidders must acknowledge receipt of the addendum and return two signed copies with their proposals for submission of a valid bid.
