About this opportunity

The Sacramento County Community Services Agency Department of Transportation is procuring a Safe Routes to School infrastructure improvement project for Fern Bacon Middle School under Contract Number 4544. The project involves comprehensive transportation infrastructure enhancements, including constructing curbs, gutters, sidewalks, sidewalk ramps, drainage facilities, street lights, pavement grinding, pavement removal, and traffic striping across multiple streets including Martin Luther King Jr. Blvd, 48th Ave, 49th Ave, Wesley Ave, and Cuny Ave. Contractors must possess a General Engineering Contractor, Class A license and be registered with the California Department of Industrial Relations. The bid submission deadline is April 20, 2023, at 2:00 pm, with electronic responses required through the Sacramento County Electronic Bidding Portal. Pre-bid questions were due by April 13, 2023, and the project requires detailed environmental controls, erosion and sediment control plans, and strict adherence to local and state specifications. The total contract time is set at 90 working days, with liquidated damages of $3,500 per day for delays beyond the prescribed working days.

The project is funded through Active Transportation Planning Cycle 3, with an estimated construction cost of $2,000,000. Bid guarantees require a bid bond, certified check, or cashier's check for 10% of the bid amount, and contractors must comply with the Labor Compliance Program, prevailing wage rates, and the Iran Contracting Act. The procurement includes a base bid with 41 line items and an alternative bid with 11 additional line items, which allows the County flexibility in awarding the contract. The County reserves the right to award the base bid, alternative bid, or a combination thereof. Bidders must submit various documentation, including a non-collusion declaration, subcontractor designations, and business type verification. The project will be awarded based on the base bid plus additives or deductive items to reach an amount less than or equal to the engineer's estimate. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, standard local government procurement practices typically encourage diverse vendor participation.
