This document is a comprehensive set of special provisions and contract specifications for the Fern Bacon Middle School Safe Routes to School (SRTS) Improvements project, issued by the County of Sacramento Community Services Agency Department of Transportation. The project involves constructing various transportation infrastructure improvements at Fern Bacon Middle School, including clearing and grubbing, constructing curbs, gutters, sidewalks, sidewalk ramps, drainage facilities, street lights, pavement grinding, pavement removal, tree removal, roadway excavation, aggregate base, asphalt pavement, and traffic striping. The project is funded through Active Transportation Planning Cycle 3 with contract number 4544, and bids were scheduled to open on April 20th, 2023. The total contract time is set at 90 working days, with liquidated damages of $3,500 per day for delays beyond the prescribed working days.
The contract includes a base bid and one alternative bid, with the County reserving the right to award the base bid, alternative bid, or a combination thereof. The project involves multiple street improvements on Martin Luther King Jr. Blvd, 48th Ave, 49th Ave, Wesley Ave, and Cuny Ave. Funding is through an Active Transportation Planning grant, and the project requires detailed environmental controls, erosion and sediment control plans, and strict adherence to local and state specifications. The contractor will be responsible for various technical requirements, including street light installations, pavement markings, speed devices, and comprehensive safety and traffic control measures. The project also includes specific provisions for tree protection, utility coordination, and compliance with local agency standards, particularly for sewer and drainage infrastructure.
