About this opportunity

Collier County's Procurement Services Division, on behalf of the Domestic Animal Services Division, has issued an Invitation to Negotiate (ITN 26-8652) to procure implementation and operational services for a Trap-Neuter-Vaccinate-Release (TNVR) program, representing the County's first formal feral cat management initiative. The selected vendor will be responsible for comprehensive services including humane trapping operations, animal transportation, temporary housing coordination, veterinary surgery coordination with County-approved providers, post-surgical monitoring and care, medical record retention, data reporting, and emergency disaster preparedness for free-roaming and feral cats within Collier County. The vendor will not bear veterinary costs, as all surgical and medical services are provided at no cost by Collier County or County-approved veterinary partners, and the program will be offered free to County residents for eligible community cats. Reimbursement will be provided on a per-cat basis according to four tiered rates: $25.00 for healthy, sterilized, vaccinated community cats (Tier 1); $10.00 for cats requiring extended medical treatment (Tier 2); $10.00 for adoptable cats (Tier 3); and $5.00 for cats requiring humane euthanasia (Tier 4), with no guaranteed minimum volumes or contract values. The proposed contract term is three years with one two-year renewal option, with firm pricing required for the initial three-year term. Proposals are due March 17, 2026, at 3:00 P.M., submitted electronically through the Collier County Procurement Services Division Online Bidding System. Evaluation criteria totaling 100 points include Cover Letter/Management Summary (5 points), Certified Woman and/or Minority Business Enterprise status (5 points), Business Plan (20 points), Cost of Services (20 points), Experience and Capacity of the Firm (20 points), Capacity to Meet Volume and Geographic Needs (20 points), and Local Vendor Preference (10 points). Vendors must maintain all required licenses, permits, and insurance; comply with applicable Florida Statutes and Collier County ordinances; and are prohibited from utilizing subcontractors, with all work to be performed directly by the awarded vendor.

No specific set-asides for disadvantaged enterprises are mandated, though proposals will receive bonus consideration (5 points) for Certified Woman and/or Minority Business Enterprise status. Vendors seeking local preference consideration (10 points available) must hold a current Business Tax Receipt from the Collier County Tax Collector and maintain a physical business address within Collier County from which operations are conducted. All vendors must be enrolled in the E-Verify program at the time of proposal submission and must provide evidence of compliance, failure to do so rendering proposals non-responsive. Additionally, vendors must complete and submit eighteen required deliverables including vendor declaration statements, conflict of interest and immigration certifications, reference questionnaires, W-9 forms, proof of Florida corporate registration, applicable business tax receipts, copies of all requested licenses and certifications, completed bid schedules, and acknowledgment of insurance requirements. Insurance requirements include Worker's Compensation at statutory limits, Commercial General Liability with $1,000,000 single limit per occurrence and $2,000,000 aggregate, Employer's Liability at $500,000 single limit per occurrence, and a Bid Bond equal to 5 percent of the cost proposal; for awards exceeding $200,000, Performance and Payment Bonds at 100 percent of contract value are required. No incumbent vendor information is provided, as this represents the County's first formal TNVR program initiative. The contract award value is not predetermined and will be contingent upon the actual number of cats processed through the program at the applicable reimbursement rates, with no minimum guaranteed revenue or maximum contract ceiling specified in the solicitation documents.
