About this file

Summary: Authorization to Advertise Document

This is an Authorization to Advertise form for Collier County Procurement Services Division on behalf of Domestic Animal Services Division in Florida. The solicitation (ITN 26-8652) seeks a qualified vendor to implement and operate the County's first formal Trap-Neuter-Vaccinate-Release (TNVR) program for managing free-roaming and feral cats through humane trapping, temporary housing coordination, veterinary surgery coordination, post-surgical monitoring, medical record retention, data reporting, and emergency disaster preparedness. Proposals are due March 17, 2026, at 3:00 P.M., submitted electronically through Collier County's Online Bidding System. The proposed contract term is three years with one two-year renewal option, and the County will utilize local vendor preference in the evaluation process.

Compensation is structured on a per-cat reimbursement basis with four tiered rates: $25.00 for healthy, sterilized, vaccinated community cats; $10.00 for cats requiring extended medical treatment; $10.00 for adoptable cats; and $5.00 for cats requiring humane euthanasia, with no guaranteed minimum volumes or contract values. No specific set-asides for disadvantaged enterprises are mandated, though Certified Woman and/or Minority Business Enterprise status receives 5 bonus points, and local vendors holding a current Business Tax Receipt and maintaining a physical address in Collier County receive 10 additional points. Vendors must comply with E-Verify enrollment, maintain required licenses and insurance (including Worker's Compensation, Commercial General Liability of $1,000,000 per occurrence, and a 5 percent Bid Bond), and are prohibited from utilizing subcontractors. The solicitation represents the County's first formal TNVR initiative with no incumbent vendor, and contract value is contingent upon actual program volume with no predetermined award amount or maximum ceiling specified.
