About this file

This is a Vendor Checklist document issued by Collier County's Procurement Services Division for the Trap-Neuter-Vaccinate-Release (TNVR) program Invitation to Negotiate (ITN 26-8652). The checklist outlines eighteen mandatory submission requirements that vendors must complete and electronically submit through the Collier County Online Bidding System to be considered responsive. Key requirements include execution of the Vendor Declaration Statement, Conflict of Interest Certification, and Immigration Certification; proof of Florida corporate registration; E-Verify enrollment with supporting documentation; a completed W-9 form; applicable business tax receipts; copies of all required licenses and certifications; completed bid schedules; acknowledgment of insurance requirements; and signed acceptance of all County terms, conditions, and addenda. All documents requiring signatures must be executed with wet or verifiable electronic signatures. Proposals are due March 17, 2026, at 3:00 P.M., and failure to provide any applicable documents may result in the proposal being deemed non-responsive or non-responsible.

The checklist emphasizes that vendors must be enrolled in E-Verify at the time of proposal submission and must provide evidence of compliance. For vendors seeking local preference consideration, a current Collier County Business Tax Receipt and proof of a physical business address within Collier County must be included. Insurance requirements must be acknowledged, with vendors expected to produce required certificates within five days of receiving a Notice of Recommended Award. All submissions must be made electronically, and vendors are required to acknowledge acceptance of Collier County Purchase Order Terms and Conditions, IT Technical Architecture Requirements (if applicable), and any supplemental requirements specific to the procurement.
