About this file
This is an Authorization to Advertise form issued by Collier County's Procurement Services Division on behalf of the Domestic Animal Services Division for a Trap-Neuter-Vaccinate-Release (TNVR) program. The solicitation (ITN 26-8652) seeks a qualified vendor to implement and operate the County's first formal feral cat management initiative, which will include humane trapping operations, animal transportation, temporary housing coordination, veterinary surgery coordination with County-approved providers, post-surgical monitoring, medical record retention, data reporting, and emergency disaster preparedness. The program will serve free-roaming and feral cats within Collier County and will be offered free to County residents. Proposals are due on March 17, 2026, at 3:00 P.M., submitted electronically through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with one two-year renewal option.
Reimbursement will be provided on a per-cat basis according to four tiered rates: $25.00 for healthy, sterilized, vaccinated community cats; $10.00 for cats requiring extended medical treatment; $10.00 for adoptable cats; and $5.00 for cats requiring humane euthanasia, with no guaranteed minimum volumes or contract values. The vendor will not bear veterinary costs, as all surgical and medical services are provided by Collier County or County-approved veterinary partners. Evaluation criteria total 100 points and include Cover Letter/Management Summary (5 points), Certified Woman and/or Minority Business Enterprise status (5 points), Business Plan (20 points), Cost of Services (20 points), Experience and Capacity (20 points), Capacity to Meet Volume and Geographic Needs (20 points), and Local Vendor Preference (10 points). Vendors must maintain required licenses and permits, comply with applicable Florida Statutes and County ordinances, be enrolled in E-Verify at proposal submission, and are prohibited from using subcontractors. Insurance requirements include Worker's Compensation, Commercial General Liability ($1,000,000 per occurrence), Employer's Liability ($500,000), and a 5 percent Bid Bond; awards exceeding $200,000 require Performance and Payment Bonds at 100 percent of contract value. This represents the County's first formal TNVR program with no incumbent vendor.
