About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the General Services Department, issued Request for Proposals (RFP) 542967 for the Farwell Park Improvement project to solicit qualified respondents to provide installation of site amenities including picnic tables, benches on concrete pads, and related site restoration work over a two-year contract period. The scope of work encompasses mobilization, layout and field survey, bonds and insurance, general conditions, and miscellaneous close-out work, with specific deliverables including six 6-foot benches on concrete pads, three 2-unit picnic table sets on concrete pads, four 6-foot picnic table replacements, one BBQ amenity installation on a concrete pad, and demolition and replacement of an existing picnic shelter concrete pad totaling 1,150 square feet. Minimum qualifications require respondents to demonstrate five years of experience with park projects including playground installation, provide at least three relevant project references from the past five years, employ at least one staff member with Certified Playground Safety Inspector (CPSI) certification, and disclose any claims, lawsuits, or contract terminations within the last ten years. Technical proposals will be evaluated on capacity (30 points), experience and qualifications (20 points), solution and approach schedule (15 points), and pricing (35 points), with potential equalization credits up to ten additional points available based on business location and certification status. Key dates include a pre-proposal conference scheduled for Friday, February 13, 2026, at 11:00 a.m. at 795 Longfellow Street, Detroit; questions must be submitted by Wednesday, February 18, 2026, at 4:00 p.m., with answers distributed within 48-72 hours; and proposals are due Monday, March 2, 2026, at 3:00 p.m. EST through the EUNA Bonfire Supplier Portal.

Certified Detroit businesses are eligible to receive equalization pricing credits of one to five percent based on business certification type under Detroit City Municipal Code Section 17-5-12, with Detroit Headquartered Businesses and Detroit Resident Businesses receiving the highest credits at five percent each; the lowest equalized bidder may be awarded the contract if it does not exceed twelve percent above the lowest responsible bid or $100,000, whichever is less. Non-certified businesses may contact the Department of Civil Rights, Inclusion & Opportunity at 313.224.4950 or CivilrightsCert@detroitmi.gov to pursue certification and access equalization benefits. The successful respondent must furnish performance and payment bonds each equal to 100 percent of the contract value, maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 each occurrence/$2,000,000 aggregate), and errors and omissions/cyber liability insurance ($1,000,000 per claim/$5,000,000 aggregate), and comply with all mandatory conditions of award including notarized affidavits, treasury clearance, and System of Awards Management (SAM) registration prior to City Council approval. Contract approval is required from Detroit City Council and the Chief Procurement Officer before work may commence, and the City anticipates making one award resulting from this RFP. Payment will be made in accordance with the City of Detroit Prompt Payment Ordinance with standard NET 30 terms, with an allowance of $10,000 provided for additional services related to hidden conditions and necessary repairs; the total base bid amount is $10,000, with unit rate pricing also required for potential future work including engineered wood fiber surfacing, poured-in-place surfacing, topsoil, and topsoil seed/mulch applications.
