About this file
This is an Equalization Credit Statement document issued by the City of Detroit's Office of Contracting and Procurement and Department of Civil Rights, Inclusion & Opportunity, effective March 20, 2024. The document outlines the equalization credits and competitive advantages available to certified businesses bidding on City of Detroit procurement and contracting opportunities, including the Farwell Park Improvement project managed by the General Services Department. The project involves installation of site amenities such as picnic tables and benches on concrete pads for a two-year period. Certified businesses qualifying under Detroit City Municipal Code Section 17-5-12 are eligible to receive equalization pricing credits if they submit valid Business Certificates at the time of bid submission.
The equalization allowance table establishes credits ranging from one to five percent based on business certification type, with Detroit Headquartered Businesses and Detroit Resident Businesses receiving the highest credits at five percent each, while Mentor Ventures receive one percent. Joint Ventures and Mentor Ventures require written agreements with at least one Detroit-based certified firm and must meet minimum performance and remuneration thresholds of fifty-one percent and thirty percent respectively. The lowest equalized bidder may be awarded the contract if it does not exceed twelve percent above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may also limit bidding to Detroit-based businesses, small businesses, or micro businesses when at least three eligible firms are certified, in which case equalization factors do not apply. Interested non-certified businesses may contact the Civil Rights, Inclusion & Opportunity Department at 313.224.4950 or CivilrightsCert@detroitmi.gov for certification information and benefits.
