About this opportunity
Dunn County, Wisconsin, is seeking proposals for a new countywide Enterprise Resource Planning (ERP) software system through a Request for Proposals (RFP) issued on August 30, 2024. The procurement is specifically for a cloud-based/SaaS ERP solution that will replace the county's current SAP ECC system, with proposals due on October 1, 2024, at 2:00 PM local time. The comprehensive RFP requires vendors to provide a fully integrated system covering 15 functional modules, including General Ledger, Budgeting, Assets and Inventory, Purchasing, Payroll, and Human Resources, with a total of 3,251 functional requirements. The project encompasses implementation, training, ongoing service and support, and data conversion/migration, with a tentative go-live target of mid-August 2025 and cutover in mid-October 2025. Evaluation criteria will likely include functional capabilities, vendor experience, implementation approach, and overall solution value, with shortlisted vendors required to provide an onsite demonstration of their proposed solution. The county reserves the right to terminate the selection process at any time and reject any or all offers, with the intent to award the contract and begin implementation by January 15, 2025.
No specific set-aside designations or restrictions on respondent types were explicitly mentioned in the RFP documents. The current incumbent system is SAP ECC, which the county perceives as non-intuitive and inefficient, prompting this procurement. The ERP system must demonstrate the ability to interface with third-party systems and handle integrations with the county's existing technology infrastructure. While no precise budget was confirmed, the county emphasized seeking the best value solution and noted that the procurement would involve multiple funding sources. Over the past two years, Dunn County has processed between 686 and 705 W-2 forms annually, with an approximate employee breakdown across different categories. The county will require detailed pricing proposals that blend implementation and subscription costs, with the potential to negotiate separate contracts for software and implementation. Vendors should be prepared to provide comprehensive support, including post-implementation services and the ability to manage various county-specific requirements such as contract management, vendor quote tracking, and flexible reporting capabilities.
Opportunity text
Dunn County is requesting proposals from qualified vendors for a new countywide Enterprise Resource Planning (ERP) software/system. This RFP is for proposals for a cloud-based/SaaS system only. On-premises solutions are not being considered at this time. In conjunction with the software/system, the proposal must include all aspects of the subsequent and associated items including but not limited to implementation, training, and ongoing service and support.
Data conversion and migration will be a key component to implementation, but all data needs have not yet been fully identified. This work will be determined separately from this RFP and directly with the final selected vendor
