About this file
This document is an addendum to a Request for Proposals (RFP) issued by Dunn County, Wisconsin for a new Enterprise Resource Planning (ERP) software and implementation. The RFP seeks proposals for a cloud-based/SaaS ERP system, including implementation, training, and ongoing support. Data conversion and migration will be a key component of the implementation. The RFP indicates that on-premises solutions are not being considered at this time. Responses are due by October 1, 2024 at 2:00 pm local time, and Dunn County reserves the right to terminate the selection process at any time and reject any or all offers.
The addendum provides additional information related to the RFP, including a list of ERP providers that responded to a previous Request for Information, clarification on the submission of cost proposals, and details on anticipated user counts for the system, including general users, planning and budgeting users, and a breakdown of full-time, part-time, and seasonal/temporary employees. The document also reminds respondents that Dunn County shall not be liable for any pre-contract costs incurred by interested firms participating in the selection process.

Question and Answer
1. Please list products demonstrated for the County in the last 12 months leading up to the release of this RFP.
• A Request for Information was issued by Dunn County during July 2024, and resulted in responses from the following ERP providers:
▪ 4iApp Solutions LLC. (Oracle Fusion)
▪ BS&A Software
▪ Oracle NetSuite for Government
▪ Phoenix Business Consulting (SAP S/4HANA)
▪ SylogistGov
▪ Ultimate Kronos Group/UKG
▪ USL Financials (partnering with MSX Group’s Prospero Financial
Reporting & Budgeting, and PDS Software’s Vista Human Resources)
▪ Tyler Technologies
▪ Workday
• No other product demonstrations have occurred outside of the recordings and printed materials provided to the County during the RFI process.
2. The solicitation document indicates that the cost proposal must be submitted separately in a sealed envelope. In the case of electronic submission, how would you prefer us to proceed? Can we submit the pricing as a separate file, or is a physical submission in a sealed envelope still required?
• There are both digital and hard copy requirements for submission, it is not one or the other. The physical submission of the cost portion is required.
3. How many General Users would you anticipate for your organization? To help determine General User count:
o Someone who needs access to all modules, restricted only by permissions o All employees in the Accounting, AP, AR, payroll, and other financial functions.
o Department heads o Anyone who need dynamic and drill down reports (ex. Budget vs actuals) o Large Departments may have 2-3 people that need access to dynamic reporting, budget vs. actuals, etc.
• How a user is defined by the proposer should be clearly outlined in the cost proposal materials.
• Someone who needs access to all modules, restricted only by permissions o If meaning full system administrator access: 4 o If meaning any employee or individual needing access to the system: 675
ADDENDUM 3
• All employees in the Accounting, AP, AR, payroll, and other financial functions.
o Department heads: 26 o Anyone who need dynamic and drill down reports: 100 o Centralized Finance Division: 19 o Decentralized department finance (includes department heads): 75
4. How many Planning and Budgeting users you anticipate for your organization? To help determine Planning and Budgeting users:
o Someone who would need full access to NetSuite Planning & Budgeting o Usually the Finance budget manager plus others o Members involved in Finance budget consolidation o Department Level Budgeting – Some larger departments may have 2 or 3.
• We anticipate needing two levels of access to a planning and budgeting module.
A smaller number of finance specific roles with full access to create, approve, modify, etc. budgets and then a larger number for those who might need to view or otherwise contribute to the budget planning process in a more limited way.
• Full access: 4
• Limited access: 76
5. To provide accurate pricing, we need a breakdown of the following:
a. Full-time employees
b. Part-time employees
c. Seasonal/temporary employees
• Full Time Hourly: 284
• Full Time Salaried: 115
• Part Time Hourly:144
• LTE (Limited Term Employees) Hourly: 14; note that an LTE employee may work full or part time hours. Their employment might be categorized as “limited” for a variety of reasons, including but not limited to funding source, project/grant duration, seasonal work, etc.
Reminder, bids are due October 1st, 2024 at 2:00pm Local Time.
Dunn County reserves the right to terminate the selection process at any time and reject any or all offers. The County shall not be liable for any pre-contract costs incurred by interested firms participating in the selection process.
