About this opportunity

The City of Long Beach Public Utilities Department is seeking bids for furnishing products, labor, tools, transportation, and services to replace large potable water valves at five locations in Long Beach, with bids due December 10, 2025 at 3:00 p.m. through the Long Beach Buys procurement system. Addendum No. 2, issued December 2, 2025, revised the contract duration to 210 calendar days after Notice to Proceed #2 to accommodate 28-week lead times for butterfly valve manufacturing.

The scope comprises replacement of one 36-inch, three 30-inch, and two 20-inch butterfly valves at Orange Avenue & 57th Street; Wardlow Road & Woodruff Avenue; Stearns Street & Palo Verde Avenue; Stearns Street & De Ora Way; and El Dorado Park & Tarma Street. Work includes associated chlorination assemblies, steel pipe segments (6-inch to 36-inch diameters), potholing, linestop construction, dewatering (ranging from 580 to 7,050 gallons by site), excavation, pressure testing, bacteriological testing and disinfection, backfilling with native material meeting LBUD Standard WDS-406, and pavement restoration. The contractor must obtain third-party geotechnical engineering approval for native backfill at its expense. Traffic control devices must remain in place 24/7 at each site, with work performed consecutively at one location before moving to the next; Stearns Street & De Ora Way work is scheduled during summer months (July–August). Two Notices to Proceed will be issued: NTP #1 for administrative and material activities, and NTP #2 for field work.

The engineer's estimate is $3.463 million. The project is subject to 2025-2 California prevailing wage rates and 2025-2 apprenticeship requirements. Bidders must hold a valid California Class A General Engineering Contractor license and be registered with the Department of Industrial Relations. A Bidder's Bond of at least 10 percent of the bid amount and a notarized Non-collusion Affidavit are required. Performance and payment bonds, each equal to 100 percent of the contract price, are required upon award. The City has established MBE and WBE participation goals of 15 percent each. A pre-bid conference is scheduled for October 28, 2025 at 10:00 a.m. Twelve vendors submitted bids by the December 10 opening. The contract was awarded to Toro Enterprises, Inc., with a Notice of Intent to Award posted December 19, 2025; the protest period runs through December 24, 2025.
