ADDENDUM NO. 2 - LARGE POTABLE WATER VALVE REPLACEMENT PROJECT

This is Addendum No. 2 to the contract documents for the Large Potable Water Valve Replacement Project issued by the Long Beach Public Utilities Department on December 2, 2025. The project involves the replacement of large potable water valves at five locations: Orange Avenue & 57th Street, Wardlow Road & Woodruff Avenue, Stearns Street & Palo Verde Avenue, De Ora Way, and El Dorado Park. The contract duration has been revised to 210 calendar days after issuance of Notice to Proceed #2 to accommodate long lead times for large butterfly valves, which currently require approximately 28 weeks for delivery. The addendum addresses 15 bidder questions and clarifies project requirements, including confirmation that traffic control devices will remain in place 24 hours per day, seven days per week at each site. Work must be performed consecutively at one location before moving to the next, with Stearns Street and De Ora Way scheduled during summer months (July to August). Two Notice to Proceeds will be issued: NTP #1 for administrative activities such as permit processing and material ordering, and NTP #2 for mobilization and field work, with no public right-of-way work permitted until NTP #2 is received.

The addendum provides significant clarifications regarding materials and methods. Native material is approved for trench backfill provided it meets LBUD Standard WDS-406 requirements and receives third-party geotechnical engineering approval at the contractor's expense. The term "restrained flange coupling adapter" can be satisfied either by manufactured units such as Ebaa Iron Megaflange Series 2100 for smaller diameters or by standard flange coupling adapters restrained using external harness-style systems or tie rods per AWWA M-11 for larger pipe diameters. Bacteriological testing is required and shall be provided by the contractor; most locations will use swabbing for disinfection while Palo Verde and Stearns locations require full disinfection due to replacement classification. The work at El Dorado Park and Tarma Street is considered a single site, allowing concurrent work by separate crews at these locations. A site trailer is not mandatory, and potholing operations must submit separate traffic control plans to the City of Long Beach Public Works for approval. Revised specifications, bid pages, traffic control plans, and site plans for Stearns Street and De Ora Way are included as attachments to this addendum.

LARGE POTABLE WATER VALVE REPLACEMENT PROJECT

ORANGE AVENUE & 57TH STREET / WARDLOW ROAD & WOODRUFF AVENUE /

STEARNS STREET & PALO VERDE AVENUE / DE ORA WAY / EL DORADO PARK

TO ALL PLAN HOLDERS

The following amendment is hereby made a part of the Contract Documents of the subject project as fully and completely as if the same were set forth therein. This Addendum No.

2 consists of pages AD2-1 to AD2-5.

BIDDER QUESTIONS

1. Question: Please confirm traffic control devices/equipment will remain in place 24 hours a day/7 day a week at each project site until completion of work at each site (I.E. One time setup and one time removal of traffic control equipment/devices at each project site). Please see Traffic Control General Note #10 on sheet TC-01.

Answer: Yes. Traffic control devices/equipment will remain in place 24 hours a day/7 days a week because of the linestop towers which will extend past the street grade.

See revised Traffic Control Plans.

2. Question: It seems the flagman legend is missing in traffic control plans. I see only on drawing TC-05 flagman legend/symbol. I assumed 3 flagmen on sheet TC-05 will be required. Please confirm/clarify. If flagmen are required, are they supposed to be present 24 hours a day/7 day a week for duration of work?

Answer: See revised Traffic Control Plans.

3. Question: Can we use an area at El Dorado Park as contractor’s staging area if agreed by the Long Beach Utilities? We will secure staging area and repair any damage if any to staging area and restore it to original condition.

2 | P a g e

AD2-2

Answer: No, the Contractor is not allowed to use El Dorado Park as a staging area unless prior authorization is received. The Contractor can reach out to City of Long Beach Parks, Recreation & Marine to obtain authorization.

4. Question: On page 6 of the bid documents, the line stops are referenced. Please confirm if these are intended to be butterfly valves for the manufacturer and model number to be provided

Answer: The intent of Item A is to specify lead time for long lead items. The intent of Item B is to specify manufacturers (or subcontractor for linestop installation). See revised Page 5 and 6 of the Bid Documents

5. Question: Given that the lead time for large butterfly valves is currently approximately

28 weeks, please confirm whether the contract duration can be adjusted to accommodate these material lead times.

Answer: Contract duration has been adjusted to 210 calendar days.

6. Question: Are we doing bacteria test on these sections of work?

Answer: Yes. Bacteriological testing is required and shall be provided by the Contractor. See Section 33 13 00, Part 3.2.

7. Question: Is swabbing method approved for disinfection? If not, who will be responsible for sampling?

Answer: Most of these locations are considered repair therefore swabbing for disinfection is acceptable. The Work at Palo Verde and Stearns is considered replacement therefore full disinfection is required. The Contractor is responsible for collecting the samples and laboratory testing for all locations.

8. Question: Will the work be done consecutively? Meaning finishing one location and starting next location immediately.

Answer: Yes. Only one location can be worked on and must be completed before moving on to the next location. The work on Stearns Street and De Ora Way will also need to be scheduled during the summer months (July to August). See Section 01 10 01 for Sequence of Construction.

9. Question: Confirm traffic control plans for potholing will be different than the traffic control plans provided for valve replacements?

Answer: The Contractor will need to submit traffic control plans for potholing operations to the City of Long Beach Public Works for approval. The traffic control plans included in the plan set are for construction work when k-rails are in place. See Section 01 55 26, Part 1.4-A.

3 | P a g e

AD2-3

10. Question: Is native dirt approved for backfill?

Answer: Native material can be used for trench backfill according to LBUD Standard WDS-406 provided it meets specific requirements (suitable soil material) according to Section 31 23 33. Native material shall be tested for use in trench zone by third party Geotechnical Engineer, at Contractor’s expense. Recommendation to use native material shall be approved by LBUD, prior to use for any trench backfill.

11. Question: Is a site trailer mandatory?

Answer: No.

12. Question: Are we allowed to work concurrently at 2 separate job sites?

Answer: See response to Question 8.

13. Question: We assumed work at Tarma Street and El Dorado Park can be performed at the same time utilizing 2 separate crews working concurrently. Please confirm/advise.

Answer: The Work at El Dorado Park and Tarma Street is considered one site therefore separate crews working concurrently at these locations is allowed.

14. Question: Per Supplementary General Conditions SGC-2.3, we assumed 2 Notice

To Proceeds (NTP’s) will be issued. The administrative NTP (First NTP) will allow contractor to begin administrative project activities such as permits and submittal process and potholing. Due to current market condition and long lead time for material procurement, we assumed potholing will also be allowed during administrative NPT for field measurement of existing piping and for exposing any other possible utility conflicts, etc. Contract time will start after potholing. Please confirm/clarify.

Answer: See revision to SGC-2.3 which includes the two Notice to Proceeds. No work is allowed in the public right-of-way until the Contractor receives NTP #2. Potholing will be performed after receiving NTP #2.

15. Question: The manufacturers are telling us that they do not make flange coupling adapters over 12”, please see attached cut sheet and advise on an alternative the agency would like to use.

Answer: The term “restrained flange coupling adapter” can be interpreted as: 1) a manufactured restrained flange coupling adapter such as Ebaa Iron Megaflange Series 2100, or 2) a standard flange coupling adapter, restrained using supplemental means (i.e. external harness-style systems, tie rods per AWWA M-11). For larger pipe diameters, the latter option is the preferred alternative. See revisions to Section 33 05 33.
