About this opportunity

Broward County Aviation Department is requesting proposals for environmental planning and consulting services at Fort Lauderdale-Hollywood International Airport and North Perry Airport through RFP PNC2131299P1, with proposals due October 30, 2026. The solicitation seeks up to two consultants; no DBE participation goal has been established, though DBE Program compliance under 49 CFR Part 26 applies.

The scope spans two service groupings: Environmental Planning and Consulting Services (local, state, and federal permitting; NEPA documentation; sustainability and resiliency planning; green building analysis; energy conservation; Airport Carbon Accreditation support; FAA grant applications) and Noise Compatibility Program Implementation Services (Part 150 program planning; noise mitigation planning; Noise Exposure Map updates; noise monitoring; acoustic consulting). The consultant(s) may also provide aviation-related training, on-call support, and general planning assistance. No minimum contract value is guaranteed; each work authorization will be issued separately by the Contract Administrator based on airport needs.

The anticipated contract value exceeds $500,000, requiring Board approval. Work is performed at both airports in Florida. Evaluation is weighted as follows: ability of professional personnel (30 points), project approach (20 points), past performance (45 points), and pricing (5 points). Past performance evaluation requires demonstration of experience on similar projects at commercial service airports or large hub airports; three minimum project references with detailed completion information; and expertise in FAA 150-series Advisory Circulars, FAR Part 77 and 139, and AIP/AGIS grant management.

Funding sources include County Funds and FAA grants. The contract is governed by Project Specific Agreement PNC2131299P1 BCF202-CS (dated July 1, 2026) and Airport Additional Requirements BCF202-CS (dated April 8, 2026). Vendors must maintain comprehensive insurance including General Liability ($5 million airside / $2 million landside), Professional Liability/Errors and Omissions ($2 million per claim and aggregate with three-year extended reporting), and Pollution/Environmental Liability ($1 million per claim / $2 million aggregate). Broward County must be listed as certificate holder and additional insured. Vendors performing studies, evaluations, or assessments may be precluded from subsequent design work arising from those assessments due to conflict-of-interest review on a case-by-case basis. All responses must be submitted through BPRO.
