About this file

This is an evaluation criteria document for a state and local contract opportunity issued by the Broward County Aviation Department (BCAD) for environmental planning and consulting services at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO). The solicitation seeks up to two consultants to provide environmental planning and consulting services, including environmental permitting and NEPA services, sustainability and resiliency services, energy and resource conservation services, technical review and program support, and Noise Compatibility Program (NCP) implementation services. The scope may also include aviation-related training, on-call or on-site support, and assistance with general planning issues impacting the airports. Specific response dates, due dates, site visits, and bidders' meetings are not detailed in this evaluation criteria document; vendors are directed to the Instructions to Vendors section and BPRO for additional solicitation requirements and submission procedures.

The evaluation criteria document establishes a 100-point scoring framework for vendor assessment. Evaluation is based on the ability of professional personnel (30 points), project approach (20 points), past performance (45 points), and pricing (5 points). Past performance evaluation requires vendors to demonstrate experience on similar projects at commercial service airports or large hub airports, provide minimum three project references with detailed completion information, and demonstrate expertise in federal and state aviation requirements including FAA 150-series Advisory Circulars, FAR Part 77 and 139 standards, and AIP/AGIS grant management. Vendors must also demonstrate experience with FDOT aviation processes and stakeholder communication. Pricing points are awarded using a formula where the lowest proposed price receives the maximum allocation. The document notes that Broward County will review its own database for performance evaluations on previous County contracts rather than accepting references for those projects, and vendors should be aware of potential conflict-of-interest restrictions on subsequent design work arising from studies or assessments.
