About this file
This is a pricing scenario document for environmental planning and consulting services developed by the Broward County Aviation Department (BCAD) for the Runway Obstruction Mitigation Program at Hollywood International Airport (HWO). The project addresses the need to ensure the North Runway at HWO maintains compliance with FAA Part 77 and TERPS criteria by identifying, analyzing, and mitigating natural and man-made obstructions that penetrate protected airspace surfaces. The scope of work encompasses aerial LiDAR and ground surveying, GIS data development, obstruction analysis and reporting, mitigation planning and implementation support, environmental and permitting coordination, and project management with FAA coordination. Primary deliverables include a high-resolution LiDAR dataset, verified obstruction inventory, FAA-compliant GIS surfaces and datasets, an Obstruction Action Plan, mitigation implementation documentation, AGIS uploads and 7460 filings, and a final report with digital data package. The program objectives focus on accurate obstruction identification and mapping, evaluation of penetrations relative to regulatory surfaces, development of a prioritized mitigation plan, coordination with relevant agencies and property owners, implementation of mitigation measures through vegetation removal, marking, lighting, or easement acquisition, and establishment of a long-term monitoring and compliance strategy.
The document requests that vendors provide estimated project costs using the bid table in BPRO based on anticipated scope and industry standards. The related solicitation indicates that BCAD is seeking up to two consultants for environmental planning and consulting services at Fort Lauderdale-Hollywood International Airport and North Perry Airport. The county emphasizes that vendors should submit all available documentation and information, including optional items, to facilitate timely and comprehensive evaluation. The solicitation includes provisions addressing separation of services and conflict of interest, with the county reserving the right to review future work authorizations on a case-by-case basis to determine whether vendors performing studies, evaluations, or assessments may be precluded from subsequent design work arising from those same studies.

Environmental Planning and Consulting Services at FLL and HWO
Runway Obstruction Mitigation Program – North Runway (HWO)
1. Introduction
The North Runway at HWO requires a comprehensive Runway Obstruction Mitigation Program to ensure continued compliance with FAA Part 77, TERPS criteria, and AC 150/530018B Airport GIS standards. This proposal outlines the methodology, scope, and estimated cost for developing and implementing a data-driven program to identify, analyze, and mitigate obstructions affecting the North Runway’s protected airspace surfaces.
2. Project Purpose and Need
Recent evaluations indicate the presence of natural and man-made obstructions that may penetrate the North Runway’s protected airspace surfaces. These obstructions pose potential risks to operational safety, instrument procedures, and future airport development. A structured mitigation program is required to:
• Ensure regulatory compliance
• Maintain safe approach and departure paths
• Support future airfield planning and design
• Provide a defensible, documented basis for mitigation actions
This project will deliver a complete, FAA-compliant obstruction mitigation framework.
3. Project Objectives
The primary objectives of the Runway Obstruction Mitigation Program include:
• Accurate identification and mapping of all obstructions
• Evaluation of penetrations relative to Part 77 and TERPS surfaces
• Development of a prioritized mitigation plan
• Coordination with FAA, local agencies, and property owners
• Implementation of mitigation measures, including vegetation removal, marking, lighting, or easement acquisition
• Establishment of a long-term monitoring and compliance strategy
4. Scope of Work
Scope of work will include, but not limited to:
• Aerial LiDAR and ground surveying
• GIS data development
• Obstruction analysis and reporting
• Mitigation planning and implementation support
• Environmental and permitting coordination
• Project management and FAA coordination
5. Project Deliverables
Key deliverables include:
• High-resolution LiDAR dataset
• Verified obstruction inventory
• FAA-compliant GIS surfaces and datasets
• Obstruction Action Plan
• Mitigation implementation documentation
• AGIS uploads and 7460 filings
• Final report and digital data package
6. Estimated Project Cost
Based on the anticipated scope and industry standards, provide the estimated cost for the Runway Obstruction Mitigation Program using the bid table in BPRO.
