About this file

This is a minimum insurance requirements document for environmental planning and consulting services issued by Broward County, Florida, specifically for work at Fort Lauderdale-Hollywood International Airport (FLL) and North Perry Airport (HWO). The Broward County Aviation Department is seeking up to two consultants to provide environmental planning and consulting services, including environmental assessments, noise compatibility program implementation, aviation-related training, and on-call support. The solicitation process requires vendors to submit responses through BPRO, with the County reserving the right to review future work authorizations for potential conflicts of interest, particularly precluding vendors who perform studies and assessments from subsequently performing related design work. The County emphasizes that all documents, including those marked optional, should be submitted to enable timely and comprehensive review.

The insurance requirements mandate that vendors maintain comprehensive coverage including General Liability ($5,000,000 for airside operations and $2,000,000 for landside), Auto Liability ($5,000,000 airside/$2,000,000 landside), Workers' Compensation at statutory limits, Employers Liability ($1,000,000), Pollution/Environmental Liability ($1,000,000 per claim/$2,000,000 aggregate), and Professional Liability/Errors and Omissions ($2,000,000 per claim and aggregate) with three-year extended reporting periods for claims-made forms. Broward County must be listed as certificate holder and additional insured for all liability coverage except professional liability, with vendors providing primary coverage and responsible for all deductibles. The County requires 30 days' written notice of cancellation and 10 days' notice for non-payment cancellations, and any self-insured retention must be declared and approved with proof of financial ability to cover losses.
