About this opportunity
The Illinois Environmental Protection Agency (IEPA) seeks qualified vendors to design, implement, and maintain a comprehensive Environmental Information Management System (EIMS) that will modernize agency operations across air, land, water, and administrative functions. This ten-year fixed-term contract (with no renewal options) requires vendors to replace fragmented legacy systems with a unified cloud-based digital solution that supports approximately 800 internal users and 28,000 external users, processes roughly 9,600 permit applications annually across 50 permit types, and manages 4-5 terabytes of data migration from outdated systems. Deliverables include project management, requirements analysis and validation, solution design and configuration, data migration, comprehensive testing, user training, cloud hosting and provisioning, cutover and deployment with one month of hypercare support, and ongoing maintenance and operations. The system must achieve full operational status within twenty-four months of contract execution with a phased rollout preferred by bureau or program area, comply with FedRAMP Moderate, NIST standards, CROMERR regulations, and state security requirements, and integrate with existing GIS systems, federal EPA platforms, DocuWare document management, Okta identity management, and state financial systems. The evaluation framework allocates 5,000 technical points distributed across experience and staffing (15 percent), business functionality (24 percent), technical functionality (24 percent), services (24 percent), and security requirements (3 percent), with 20 percent allocated to Commitment to Diversity and 30 percent to pricing, requiring a minimum of 3,300 points out of 6,000 combined technical and diversity points for price evaluation consideration. The mandatory pre-submission conference occurred on March 9, 2026, at 11:00 AM Central Time; vendor questions were due two weeks after the March 27, 2026, publication date with responses provided by April 15, 2026; and proposals are due April 22, 2026, at 2:00 PM Central Time, with demonstrations scheduled three weeks after qualified vendor invitations and award notice expected two weeks after demonstrations conclude.
The procurement includes an 11 percent Business Enterprise Program (BEP) participation goal for women-, minority-, and disability-owned businesses, with offerors required to submit a utilization plan or face disqualification, and vendors must complete comprehensive Commitment to Diversity evaluations addressing BEP compliance, subcontracting relationships, diversity spending as a percentage of gross revenue, hours spent on diversity promotion activities, written diversity policies, and staffing diversity across organizational roles. Vendors must also comply with the State of Illinois Vendor Disclosure requirements, providing certifications related to business authorization, prevailing wage obligations, conflict of interest disclosures, and Iran business operations disclosures, with Financial Disclosures and Conflicts of Interest forms mandatory for contracts exceeding $100,000 annually. The procurement does not identify an incumbent vendor or current contractor; however, the existing environment comprises 158 software tools and applications (16 commercial and 142 homegrown), multiple legacy databases including Access, IMS, MySQL, Oracle, and SQL Server systems, and custom-built applications such as ACES, ICEMAN, and bureau-specific systems requiring integration and data migration support. Pricing is structured as estimated costs submitted through the Illinois Cost Workbook using the ten-year contract term, with annual Consumer Price Index adjustments permitted using the CPI for Services in the Midwest region subject to IEPA approval, though the State has not established a specific budget range and indicated the budget is contingent on future legislative approval and the percentage of federal funding to be disclosed upon notice of intent to award. All billable work is contingent upon final contract execution, no bid or performance bond is required, and contractors and all personnel must work within the United States with data storage and access restricted to United States locations, with the State standardizing on Microsoft Azure cloud hosting in a non-shared environment with SOC 2 Type II certification and Tier III or higher data center compliance.
