About this file
This is a Questions and Answers document related to the Illinois Environmental Protection Agency's (IEPA) Environmental Information Management System (EIMS) rebid RFP. The EIMS is a consolidated environmental permitting and compliance platform designed to replace multiple legacy systems currently operated by IEPA across its air, water, land, and waste bureaus. The solution must support approximately 800 internal users and 28,000 external users (regulated entities, consultants, and the public) and manage approximately 9,600 permit applications annually across roughly 50 different permit types. The project encompasses permitting, compliance, inspection, enforcement, and financial tracking functions. The initial contract term is ten years, with implementation expected to occur within a 24-month window, though IEPA is open to phased implementation approaches by bureau or program. The RFP allows for modular rollouts starting with high-priority permitting programs, and no specific pilots have been planned, though phased implementations will be considered. The solution must migrate approximately 4-5 terabytes of primarily structured data from legacy systems spanning back to the 1980s or 1990s and integrate with existing GIS systems (multiple ArcGIS platforms, Survey 123, Field Maps, Experience Builder), federal EPA systems (RCRAInfo, ICIS, ECHO, CDX), DocuWare document management, Okta identity management, and state financial systems.
Pricing shall be submitted using the Illinois Cost Workbook with separate tabs for implementation and ongoing operations costs; however, IEPA has not established a specific budget range or annual operating cost target and indicated that the budget is contingent on future legislative approval after FY27. IEPA prefers license plus maintenance pricing models over subscription-based SaaS arrangements. The current operational environment consists of multiple stand-alone, dated systems that are primarily custom-developed and bureau-specific, with no comprehensive baseline cost data readily available. The State is standardizing on Microsoft Azure cloud hosting (GovCloud or public cloud depending on use case), and vendors must comply with Illinois accessibility standards (WCAG 2.1 Level AA), CROMERR electronic signature requirements, and state security standards including FedRAMP, NIST, and IAM via Okta. DoIT will provide 24-hour Level 1 help desk support while the vendor is expected to provide Level 2 and Level 3 product support with responsibilities for system administration, infrastructure monitoring, and post-implementation operations. IEPA requires substantial vendor-provided end-user and administrative training, including role-based materials and train-the-trainer sessions, and is open to proposals regarding support hours and service level agreements. The agency is considering AI/ML capabilities and has indicated openness to alternative technical approaches, such as PWA applications versus native mobile apps and non-blockchain solutions for ensuring immutable compliance records.

The answer is unknown at this time.
90. RFP Section A.2.1.: What Adobe Experience Manager (AEM) constraints are non-negotiable, such as required templates and components and rules for global versus agency-specific regions, and is the vendor expected to use an existing Illinois design system (for example, the Illinois WCMS Author Guide)?
IEPA utilizes the Illinois WCM Authoring Guide - https://wcmauthorguide.illinois.gov/
91. RFP Section A.2.1.: During design, the RFP states to “incorporate” existing content but no migration — can you please clarify further what you mean by "incorporate"?
No further clarification at this time.
| 92. | RFP Section A.2.1.: For governance, who approves designs and issues the “Approval to Proceed” (DoIT or the participating entity or agency), is there a central review board or cross-agency design governance model to ensure consistent navigation, content, and UI patterns, and who is the final approver for new components when working with partner agencies (DoIT or the partner agency)? Both DoIT and the participating entity or agency, unknown, approver depends on the specific component. |
| 93. | RFP Section A.2.1.: Please clarify what “modernization” includes when it may include web applications? ("At this time the target for modernization is public facing web properties and could include general websites or web applications"). Modernization includes, but may not be limited to, building on current standard platforms using current standard tools and techniques. IEPA is open to proposals |
| 94. | RFP Section B.1.2.: Have you defined accessibility acceptance criteria (tools, evidence, manual testing) for sign-off, or will this be developed as part of this effort? ACCEPTANCE TESTING PROCEDURE. The State will have forty-five (45) days from its receipt of a Deliverable to perform testing to determine whether that Deliverable complies in all material respects with applicable Contract specifications and Documentation. Upon completion of testing, the State shall promptly give Notice to Vendor that it has accepted the Deliverable (“Acceptance Notice”) or that it has identified discrepancies with the applicable specifications or Documentation (“Rejection Notice”). Any such Rejection Notice will contain a written list of discrepancies that must be corrected. No Deliverable will be considered accepted unless the State has issued Vendor a written Acceptance Notice with respect to that Deliverable. The State’s Issuance of an Acceptance Notice shall not affect any rights related to any product or service provided under this Contract that would attach beyond the State’s acceptance of such product or service. |
| 95. | RFP Section F.1. pg. 37: The RFP instructs vendors to complete and return the listed documents, including "F.1. CONTRACT REQUIREMENTS". The instructions in section F.1. state that you should read and understand the requirements detailed in this table. Each row is a statement, and it is unclear whether we should respond with our approach to meet each requirement in this template or indicate that our solution is compliant. What information should the vendor complete and return in Table F.1 for inclusion with the proposal? |
F.1. is a list of requirements that will become part of the contract. There is nothing to complete and return for this Section. By submitting a proposal, the Offeror is agreeing to the contract requirements set forth in Section F.1.
| 96. | RFP Section F.1.33., pg. 41: Within "F.1. CONTRACT REQUIREMENTS", row F.1.33. states the requirement for "a mobile application (Android/iOS) for field inspections, data collection, and public engagement." Does this requirement mandate a platform-native app distributed through the Google Play and Apple App Stores, or would a Progressive Web Application (PWA) with full offline capability also satisfy this requirement? If both approaches are acceptable, does IEPA have a preference between a native app and a PWA-based solution, given considerations such as deployment flexibility, maintenance overhead, and offline performance? All approaches will be considered. | |||||||
| 97. | RFP Section F.4.: For the wireframe mock-up, are there preferred homepage patterns or required elements beyond the listed minimums? | |||||||
| llinois' accessibility standards are based on the United States' Section 508 | Standards and require conformance with the World Wide Web Consortium's Web | Content Accessibility Guidelines (WCAG) 2.1 Level AA. | ||||||
| But in addition, the Illinois Information Technology Accessibility Act (IITAA) requires | Illinois agencies and universities to ensure that their web sites, information | systems, and information technologies are accessible to people with disabilities. | While the Americans with Disabilities Act and Section 504 of the Rehabilitation | Act already require the State to ensure its communications and services are | accessible, the IITAA establishes specific technical standards and encourages the | State to address accessibility proactively. | ||
| 98. | Has DoIT received firm commitments from any state agencies or site owners that the vendor should anticipate working with during the early stages of this contract? No | |||||||
| 99. | Will individual agencies provide content owners/SMEs/authors? |
Yes, as required.
100. Will the vendor be responsible for accessibility remediation of legacy content, such as PDFs, and rich media assets, such as videos?
Not required, but desired.
101. The RFP describes implementation scope across the Associate Director's Office (ADO), Division of Legal Counsel (DLC), Financial Management, and records management at a high level. To ensure vendors can propose an accurate and complete solution, could the State provide additional clarification on the following:
a. Which specific programs and processes from ADO, DLC and Financial Management are in scope and which are explicitly out of scope?
There are unlikely to be programs and processes that are explicitly out of scope.
b. Which legacy systems are expected to be fully replaced, versus integrated with the new solution? The majority of legacy systems will be fully replaced.
c. What data is expected to be migrated, and are there known data quality or formatting issues with legacy data?
Historic and active data will be migrated. There may be data quality or formatting issues with legacy data.
102. Could the agency clarify what is meant by Technical Requirement TR-5 “The solution should provide automated compliance checks to ensure adherence to contract terms.” Specifically is the requirement related to the issuance and compliance with an issued permit, or is it relative to a different contract?
No further information is available at this time.
103. TR-11 indicates the solution should provide risk assessment frameworks to evaluate potential environmental or safety impacts. Risk assessment can vary significantly in complexity and approach — from a configurable scoring matrix that rates facilities based on violation history and operational factors, to a formal impact modeling tool that projects environmental consequences of incidents or non-compliance. To ensure vendors propose the right solution, could the State provide additional detail on:
a. Is there an existing risk assessment methodology or framework the solution should support, or is the agency looking for the vendor to propose an approach?
The vendor should propose an approach.
b. Is the primary intent to prioritize inspection and enforcement activities, or to model and project actual environmental or safety impacts?
The intent is to assist in prioritizing inspection activities and to model actual environmental impacts from regulated activities.
c. Should the framework be configurable by program type, or applied uniformly across the agency?"
The framework should be configurable by program type.
104. TR-14 indicates the solution should integrate with blockchain-based tools for immutable records of compliance data. Blockchain is one approach to ensuring records cannot be altered after creation; however, there are other widely accepted methods that achieve the same outcome — such as cryptographic audit logs, write-once storage, and timestamped hash verification — that may be more practical to implement within an enterprise solution. Could the State clarify:
a. Is blockchain integration a firm requirement, or is the underlying goal to ensure compliance records are tamper-evident and auditable?
Not a firm requirement.
b. If the solution provides demonstrable immutability through alternative means, would that be considered compliant with TR-14?"
Alternative solutions will be considered.
105. We believe a 24-month go-live is achievable for high-priority programs; however, attempting to implement all programs within scope on this timeline introduces significant risk to the project. Would the State be open to a phased implementation schedule that prioritizes critical programs while allowing adequate time for full deployment of all programs?"
Phased approaches will be considered.
106. Did the evaluators see the previous pricing and could that influence their decision? The evaluators did not see previous pricing, and the names of the Offerors for the original solicitation were not disclosed to anyone.
