About this opportunity
The Oregon Military Department Joint Force Headquarters, Oregon National Guard Installations Division issued an Invitation to Bid (ITB) for Project Number 219995C001, seeking the construction of four complete and usable Enlisted Barracks buildings at the Camp Umatilla Training Center in Umatilla County, Oregon. The comprehensive project scope includes excavation, site utilities, landscaping, structural and foundations, exterior envelope and waterproofing, roofing, interior and exterior framing, and mechanical, plumbing, electrical, and low voltage systems for all four barracks. A mandatory pre-bid conference was held on August 17, 2021, and bids were due by September 23, 2021. The project requires substantial completion within 580 calendar days and final completion within 610 calendar days from the notice to proceed. Bidders were required to meet Construction Contractors Board registration requirements, provide bid security, performance bonds, and payment bonds, and comply with prevailing wage rates. Bidders were instructed to submit lump sum pricing for the base bid of each barracks building, including owner-controlled contingency amounts, and the project included several additive bid alternates that the owner may elect to include.
The ITB documents did not indicate any specific set-aside designations or restrictions on respondent types. Five responsive bidders were identified: Deacon Construction, Chervenell Construction, Fowler General Construction, Fortis Construction, and Griffin Construction. The total project estimate was between $25 million to $27 million, with bid amounts for the base bids ranging from $18,900,000 to $23,888,883. Ultimately, Fowler General Construction was selected to receive four separate contracts for the barracks, with a total combined contract price of $19,433,000.00. The contract prices were broken down individually: EB1 at $7,463,000.00, EB2 at $2,000,000.00, EB3 at $7,970,000.00, and EB4 at $2,000,000.00. The awarded contracts include base bids, various alternates, and an owner-controlled allowance for each contract. Fowler General Construction was required to provide performance and payment bonds, a certificate of pay equity training, and evidence of insurance coverage prior to receiving the Notice to Proceed.
