Do you indeed require a Rope Descent System for Windows cleaning for building EB1?
Or would a Fall Arrest/Restraint system for safe roof maintenance (but not suspended access) be more appropriate for building EB1?
Also if fall protection is required for building EB1 should we also provide fall protection for building EB3?
11 24 25 A rope descent system is not required for window cleaning for EB1 or EB3. The reference to the Bosum chair is a reference standard not a requirement to provide the chair. A fall arrest/restraint system for safe roof maintenance is required for EB1 & EB3
2 08/19/21 Please confirm the Fire Protection Class of the project currently & what the fire protection class will be after the new fire hydrants are installed?
N/A Class 3 is the current fire protection class for the Umatilla army depot according to Boardman Rural.
3 08/19/21 Please confirm the responding fire department for the project will be the Umatilla Fire District #1? N/A No. It is Boardman Rural Fire Protection.
4 08/19/21 Please confirm Procore will be required to be utilized on the project and supplied by the Contractor? 01 30 00 Procore is not required.

The basis of Design for EB1 is Hardie Board. Hardie Board components are in limited supply currently. In addition to Nichiha
USA, Inc. listed in specification 07 46 46, is Azek an acceptable manufacturer?
https://azekexteriors.com/products/cladding?gclid=EAIaIQobChMIpqLr3Pa98gIVsMmUCR21rQlTEAAYASAAEgIf__D_BwE
07 46 46 No. Azek is not an equivalent product material wise, does not have the specified warranty available, requires non-campus standard paint, and is not in-line with campus standard finishes found on buildings of like construction on campus.
6 08/19/21 Drawings G002 for each of the buildings list the required Delegated Design and Deferred Submittals. There are multiple listed
(Example for EB1: 05 1200, 05 5213) that do not have specifications for the project. Please advise.
G002 Sections 05 12 00, 05 31 00, and 05 52 13 are removed from the delegated design table with Addendums A
& B. All metal stair, railings, and guardrails are covered under spec section 05 51 00.
7 08/23/21 We’re not finding the design build specs for Fire Suppression. Each barrack code summary shows Automatic Sprinklers. Can you verify that we need this as design build and provide the specification in your next Addendum?
Div 21 No. This is denoted as delegated design and separate permit on G002. it is design-build to conform to the requirements of NFPA 13 (commercial, multistory) per the code summary.
8 08/24/21
I just want to confirm the material. Section 06 41 00 calls for P-Lam only. The keynotes on A601 says N6 is 12 36 00 SOLID
SURFACE COUNTERTOP. And the finish schedule only refers to P-Lam. If it is solid surface, would you please select a color/brand?
12 36 00 Spec Section 06 41 00 has been revised in Addendum B to include SS-1, for the restrooms attached to the open bays. SS-1 is Corian with integrated sinks - color "Modern White" on a wide sheet. PLAM occurs at Sr.
Leaders Quarters, with porcelain sinks. Pointe Nevemar studio gray. See Addendum B updates to A601 and
A603 Interior Elevation Keynotes.
9 08/24/21 For spec section 26 0533, is it possible to utilize MC cable in lieu of conduit at unexposed areas 26 05 33 No. The UFC does not permit MC Cable in concealed locations.
10 08/24/21 Substitution request for Milgard & Cascade windows in lieu of VPI Endurance.
08 53 13 Rejected. Sole source provider needed for warranty and to match campus standards. Windows submitted are not an equivalent product and the contractor did not provide the necessary information to identify a line that complies with the specified testing and performance.

Detail 12 shows 5-6” shoulder in 1 lift with 3” pave in road. Asphalt compacts approx.. ¼” per inch laid. When we pave a 3” compacted mat we lay 3.75” projecting that across the thickened edge to a 5-6” compacted depth would mean laying 7.5”.
The main road would compacted 0.75” while the shoulder area would compact 1.5” leaving the shoulder 0.75” lower than the road. The shoulder would require a pre level to match it with the roadway subgrade if a flat top surface is intended. Does this detail apply to all edges not matching existing asphalt or being restrained by concrete. EB1 there is approximately 167 lf, EB2 there is approximately 87 lf. EB3 there is approximately 1985 LF. EB4 there is approximately 93 lf
C4.00 The detail in question is accurate to current assumptions. This detail currently applies to 'all edges not matching existing asphalt or being restrained by concrete'. Please note that if Geotech engineer determines that the pavement section needs to be thicker, this detail will change.

There is a wood framed wall type 051 which has drywall on one side only, some of these walls have insulation in them.
Attached is a sheet with a few typical areas that have this wall type. The wall type, per the assembly page has this furred wall going next to the structure, however, on the drawings it is used in many other places. This would leave exposed wood framing, or exposed insulation inside restrooms, closest, IT room, Mechanical rooms, and more.
1. I want to confirm that the intent is to have drywall on only one side of these walls.
2. On these walls that also have insulation, how is the insulation supported?
A101, A102, A603 Refer to updated Addendum B sheets A101, A102 & A603 with revisions to wall assembly tags, to clarify wall type 052 at the locations in question.
1. Drywall is intended on each side of the assembly.
2. Insulation in wall type 052 is supported by the drywall on both sides.
13 08/26/21 Substitution Request for Metal-Web Wood joists: Web Joist Northwest Corp. in lieu of Redbuilt (20" Red-W, Red-L) 06 17 36 This is an acceptable substitution.
14 08/30/21 Can you provide a Division 4 Masonry Spec? Div 04 Refer to the Project Manual, Specification Sections 04 20 00 and 04 20 01
15 08/30/21
1- I intend to bid vapro shield The specs call out Tyvek flashings & fasteners. These are not compatible with the WRB. I will propose vapor shield flashings.
2- Section 072100 3.02 the specs call out fasteners at 16” OC. This is not what Roxul recommends. The furring strips are what actually hold the CI in place. I have included the type of fastener the Roxul rep recommends
Roxul recommends 1 or 2 fasteners for temporary attachment.
3- The specs call out 16” wide CI board. I would prefer to use a 24” wide board so there are not as many seams.
4- Section 072100 3.4 calls out the sound insulation between floors to be in contact with the subfloor. The plans show it at the bottom. Which is correct? If it is at the subfloor it will need to be installed prior to mechanical. What is the thickness? Does it need to be Roxul or can fiberglass be used?
5- Barracks #2 What is the type of insulation for the gable ends ? A 701#2 appears to be showing spray foam at the wall roof intersection. Is this correct ?
07 25 00, A701, A002
1. Vaproshield WRB & Vaproshield accessories are acceptible
2. The manufacturer’s requirements are minimum requirements, not maximum. If high winds are anticipated between installation of the insulation and subsequent cladding, then you should consider a more robust approach to fastener quantity / means & methods. Refer to the PGE-IOC project for precedent where higher quantity of fasteners was critical.
3. The furring strips are being fastened over the semi-rigid mineral wool exterior insulation, so panel width is not a concern. Design team takes no exception to proposed 24" width.
4. The acoustic insulation should be located at the subfloor. Fiberglass batts are acceptable. Refer to updated Addendum C assemblies sheet for dimensional clarification.
5. See Addendum 'C' updates to gable end detailing, with clarifications to insulation strategy. Spray foam has been omitted.

1. Please find a prior substitution request for the convector schedules for M002, 30 July 2021, EB2 and M002, 09 July 2021, EB4.
2. Additionally, we represent WaterFurnace listed as an approved manufacturer in SS 23 81 46 Part 2, 2.2 A. 7., however in the latest addenda, we noticed the removal of SS 23 81 46. See excerpt below. Are you able to provide confirmation on the water-source unitary heat pump scope. There are water-source heat pumps scheduled for EB1, EB2, EB3, and EB4. See example schedule from EB1 below.
M002, 23 81 46 1. This is an acceptable substitution
2. Specification Section 23 81 46 WATER-SOURCE UNITARY HEAT PUMPS was incorrectly removed in
Addendum A. Specification Section 23 81 26 SPLIT SYSTEM HEAT PUMPS should have instead been removed. Refer to Addendum C corrected specifications.

We called Umatilla Fire District # 1 Chief and talked with him. He states that he has a fire station within 4 miles of the construction site with fire hydrants on site. However, he says that the State of Oregon does not recognize their department and that they (owner) have a verbal agreement that any fire call will be handled by the Boardman Rural Fire Department that the closest fire station responding is 15 miles from the job site versus Umatilla.
This makes the Fire Protection at the job site a Class 9 or 10 even with fire hydrants on site which will dictate the Builders
Risk policy that you will purchase on the behalf the owner the State of Oregon.
Please provide clarity or advise if the Owner will entertain carrying the Builders Risk Policy due to these extreme conditions of the Building Classification and proximity to the fire station.
N/A NO
18.1 09/08/21 EB4: Between grid lines B & C there is detail 10/S501. This detail is for exterior wall footing. Details 9/S501 & 12/S501 show interior wall footings. Which is correct at this location?

EB1-4: Drawing E001 for each building, general note “C” indicates that this bid package includes a new design-build communications/data structured cable system. Our review of the drawings and specifications provided seem to only specify indicate raceways sizes and drop locations for the communications system. Can you confirm the intent of this bid package is to include a design-build communications bid, and if yes provide additional details for pricing? At a minimum we need to know the required cable type, number of cables per tele/data outlet, any cable-tray vs j-hook requirements, any head-end equipment/racks for the cables to terminate, and details on the extent of fiber runs (from where to where) and who is pulling/terminating.
E001 Confirmed; the intent of this bid package is to include a design-build communications bid. The Documents provide for racks and raceway; contractor to provide and install all cabling and installations that occur within wall and floor assemblies (all work that is covered). Where cables are exposed, contractor to provide cable trays. Within concealed cavities, j-hooks are acceptable. All cabling must terminate at a patch panel. Racks or shelves for head-end equipment are required to be lockable. Contractor to pull and terminate fiber into a lockable wall-mounted cabinet at locations indicated on the Electrical Drawings.

1. The specifications for EB1 includes section 11 24 25. The other buildings do not have this spec section. But all of the roofing plans reference a design build fall protection system. Does 11 24 25 apply to all buildings?
2. Spec section 11 24 25 references both fall protection and window washing anchors. As these are only 1 or 2 stories tall, and all windows can be accessed from the ground, will these anchors be strictly for fall protection?
3. EB1 structural drawings don't have a footing schedule. Please provide this schedule.
4. Will vaccine documentation be required for all contractors working on this project, per Governor Brown's EO 21-29? Or will the project be considered contractor controlled and is exempt from this order?
11 24 25; S101 1 & 2. Refer to Design Team's response to RFI #1 and Addendum B updates to specifications; Section 11
24 25 has been removed
3. Refer to Structural Drawing S101 for footing design information
4. OMD Response: No, per EO 21-29
21 09/10/21 You only have MBCI in the specs for the metal roof. I’m hoping you will allow Taylor Metals as an equal for a substitution. Or is this a single source for a reason?
07 41 13 Taylor Metals does not include a warranty as comprehensive as that of MBCI, and is therefore not considered an approvable equal.
22 09/10/21
1. The specs allow for fiberglass where batt insulation is noted, however the specs require 2 pcf. Fiberglass will not meet this density. Fiberglass is 1.2-1.5 pcf.
2. There is still the question on what thickness is required.
3. There is still the question on whether it needs to be against the deck or is bottom of joist acceptable.
4. There is a 250 day lead time on Roxul products. Thermafiber products have a 170 day lead time. Is it okay to substitute
Thermafiber in lieu of Roxul ?
07 21 00; G052; G101;
A002
1. The requirement for 2 pcf is a minimum requirement, not a maximum.
2. At exterior assemblies, provide batt insulation thickness sufficient to meet the R-value requirements included on the Energy Conservation Table, (Sheet G052 for EB1 & EB3; Sheet G101 for EB2 & EB4). At horizontal assemblies, refer to Design Team's response to RFI #15.4 regarding thickness of acoustic batt insulation.
3. Refer to Design Team's response to RFI #15.4 regarding location of acoustic batt insulation at horizontal assemblies.
4. Per the specifications, Thermafiber is an acceptable manufacturer for exterior wall cavity insulation
