About this opportunity
The School Board of Volusia County, Florida is soliciting a Request for Qualifications (RFQ) for Engineering Continuing Services, specifically seeking qualified firms to provide civil, electrical, mechanical, and structural engineering services for various school district projects. The procurement follows Florida Statutes 255.103 and 287.055, utilizing the Consultants' Competitive Negotiations Act (CCNA) and State Requirements for Educational Facilities (SREF), with the intent to select multiple engineering firms for as-needed services. Firms will be evaluated across eight categories including location, current workload, experience, past performance, and project approach, with weighted scoring ranging from 5 to 35 points per category. The solicitation prioritizes firms with prior educational project experience, particularly those with experience in occupied school campuses. Key dates include an RFQ question deadline of November 20, 2024, submittal due date of December 16, 2024 at 3:00 PM, a shortlist announcement on January 16, 2025, and an anticipated contract award on June 24, 2025. Firms must submit digital qualifications through VendorLink in combined PDF format and possess a current Certificate of Qualification registered in the State of Florida.
The contract will be a two-year term with potential for up to three additional one-year renewals, structured as a multi-disciplinary, as-needed services arrangement. While no specific set-aside designations were mentioned, the evaluation process appears to emphasize local firms and those with demonstrated K-12 educational engineering expertise. The compensation method will be a negotiated fixed fee, with payment milestones tied to project phases such as schematic design, design development, construction documents, and project completion. From the shortlist scoring document, 19 engineering firms were evaluated, with Matern Professional Engineering, Inc. ranking highest at 76.33 points, followed by Sabiston Engineering Group, Inc. at 75.17 points, and Gale Associates, Inc. at 72.33 points. Though specific contract values were not explicitly stated, the solicitation suggests a flexible procurement approach allowing the school district to engage firms across multiple engineering disciplines as project requirements arise. The total number of submittals received was 22 engineering firms, indicating significant interest in this continuing services opportunity.
