About this opportunity

The Texas Department of Information Resources is soliciting proposals for End-User IT Outsourcing Services through cooperative contract COOP2026SOL-00009, with responses due October 20, 2026 at 2:00 p.m. Central Time through the BidStamp Vendor Information System. DIR anticipates awarding one or more Master Cooperative Contracts serving eligible Texas state agencies, local governments, institutions of higher education, and other qualifying public entities on an indefinite-quantity basis with no minimum purchase guarantees.

The scope encompasses six service categories: End-User IT Management Services, IT Asset Management (ITAM), Desktop Outsourcing and Management, Integrated IT and Facility Support, and Miscellaneous Services including digital workplace productivity, security and compliance, break/fix/maintenance, mobility, data management, and Hosted Virtual Desktop services. Respondents must complete Exhibit B (Service Delivery and Qualifications), Exhibit C (Contract Marketing and Customer Support Plan), and a State of Texas Subcontracting Plan demonstrating good faith efforts to recruit Texas certified Veteran Heroes United in Business (VetHUB) program participants. All responses require accessibility documentation: Accessibility Conformance Reports (ACRs) for commercial products, Vendor Accessibility Development Services Information Request (VADSIR) for development services, and a Policy Driven Adoption for Accessibility (PDAA) self-assessment. Respondents must certify Dun and Bradstreet SER Score of 8 or less, EDGAR compliance if expending federal funds, and compliance with terrorism financing, debarment, antitrust, Israel boycott, and foreign adversaries restrictions.

The contract term is two years from last signature with one optional two-year renewal and one optional one-year renewal, plus DIR discretion to extend the final renewal by up to twelve months. Historical sales data shows End-User IT Outsourcing Services generated approximately $24.5 million in FY 2023, $25.3 million in FY 2024, and $29.3 million in FY 2025. DIR recovers administrative costs through a 0.75% fee on all customer purchases. Evaluation is weighted 40% on Service Delivery and Qualifications and 60% on Contract Marketing and Customer Support Plan. A virtual bidder's conference is scheduled September 22, 2026 at 10:00 a.m. Central Time; written questions are due October 2, 2026 at 2:00 p.m. Central Time.
