About this file

This is a Vendor Accessibility Development Services Information Request (VADSIR) form for non-Commercial Off-The-Shelf (COTS) technology products applicable to state and local contracts in Texas, specifically related to End-User IT Outsourcing Services procurement. The form requires vendors providing development services—including website development, web or mobile application development, custom development services, client-based software application development, or other software development services with user interfaces—to complete a detailed questionnaire. Vendors must describe how they integrate digital accessibility into their product development and project management lifecycles, identify developer training resources and topics used to create accessible technology products, detail the development and testing tools employed to produce accessible products, and explain their corrective action processes for documenting, tracking, and resolving accessibility errors and defects.

The form additionally requires vendors to describe how they will support developed technological products that do not comply with technical accessibility standards, such as through 24-hour, 7-day-per-week toll-free phone support. Vendors must provide links to websites or examples of their development work that meets Section 508 or WCAG 2.1 AA technical accessibility standards, or if sample work cannot be provided, their organization's website will serve as the default sample for evaluation. The form requests standard vendor information including company name, submitter name, date of submission, contact information, and business address. Questions regarding this request should be directed to the agency procurement lead or contract manager.
