About this file
This is an Exhibit C response instruction document for the Texas Department of Information Resources (DIR) Request for Offer COOP2026SOL-00009 for End-User IT Outsourcing Services. The document establishes mandatory requirements for DIR Master Cooperative Contract holders to demonstrate comprehensive capabilities in contract marketing, customer support, and organizational readiness. Respondents must provide detailed marketing strategies targeting DIR Eligible Customers across state agencies, higher education institutions, and local government entities for the initial two-year period, including defined customer segments, monthly activity timelines, resource allocation plans, measurable performance targets, and key performance indicators. Additionally, respondents must document end-to-end sales delivery and order processing workflows, describe account management teams and their relevant experience, delineate geographic support footprints with staffing levels, and provide organizational charts identifying contract support structures. The response submissions are limited to six pages, with organizational charts and Service Level Agreements submitted as separate exhibits outside the page limit.
The document requires respondents to provide comprehensive security and data protection documentation including governance structures, security frameworks and certifications (NIST, ISO 27001, SOC 2), core security controls with quantifiable metrics, formal data protection policies, and evidence of compliance maturity. Respondents must commit to specific backup and disaster recovery capabilities with defined Recovery Point Objective (RPO) and Recovery Time Objective (RTO) targets, supported by performance testing evidence and historical adherence rates. Security training program documentation must address requirements for all employees and contractors, specify content curriculum, establish measurable completion and tracking mechanisms, and demonstrate training effectiveness through completion statistics and phishing simulation results. Each response must include a sample Service Level Agreement addressing onboarding procedures, data breach response protocols, service request handling, escalation processes, hours of operation, on-site service management, guaranteed response and resolution times, and contract management continuity requirements with measurable service commitments by severity level.
