About this file

This is an Exhibit B response document for the Department of Information Resources (DIR) Request for Offer COOP2026SOL-00009 for End-User IT Outsourcing Services in Texas. The RFO solicits proposals from vendors to deliver comprehensive IT outsourcing services across multiple technology categories, including End-User IT Management Services, IT Asset Management (ITAM), Desktop Outsourcing and Management, Integrated IT and Facility Support, and Miscellaneous Services such as digital workplace productivity, security and compliance, break/fix/maintenance, mobility, data management, and Hosted Virtual Desktop services. Respondents must complete nine questions addressing service delivery models, measurable performance standards, technology categories, relevant project experience, staff qualifications, security and compliance approaches, years of service experience, recent sales activity, contracts with other state public entities, and participation in other cooperative contracts. Each substantive response question is limited to three pages per category, with evaluators restricted to reviewing only content within these page limits.

The exhibit requires respondents to complete a Service Performance Commitments table detailing specific metrics including help desk availability and support channels, incident response and resolution timeframes by priority level, first-contact resolution rates, SLA adherence, system uptime, escalation procedures, device provisioning turnaround, break/fix response times, data backup frequency, disaster recovery objectives (RPO/RTO), and reporting cadence. For each selected technology category, vendors must provide three project summaries from the past five years demonstrating relevant experience, including client type, project duration, scope, respondent's direct contribution percentage, and measurable performance outcomes such as SLA achievement, cost savings, ticket reduction, efficiency improvements, and security/compliance results. Qualifications requirements mandate that proposed staff possess relevant experience, professional certifications (such as ITIL, HDI, CompTIA, Microsoft, and TxRAMP credentials), documentation of past projects, and specified time allocation percentages. Security, compliance, and accessibility requirements address endpoint protection, identity and access management, data protection and resilience, TxRAMP compliance, Texas Government Code Chapter 2054 Subchapter M adherence, EIR accessibility standards (1 TAC 206, 1 TAC 213, WCAG 2.1 AA), and AI governance with documented transparency and compliance.
