About this opportunity
The City of DeBary, Florida is establishing a pre-event contract for Emergency Debris Monitoring Services through RFP 25-26 with a Notice of Intended Decision issued July 6, 2026; the solicitation closed June 17, 2026 and will not generate immediate costs to the City.
Services encompass debris removal and repair monitoring, damage assessment, training, and emergency planning coordination with FEMA, FHWA, and the State of Florida before and after disaster events. Project managers and key personnel must contact the City Manager, Public Works Director, or Incident Commander within 24 hours prior to a hurricane or within 6 hours after notification for other disasters. No specific professional credentials are required. DeBary covers 21.5 square miles with approximately 175 miles of maintained roadway.
The contract carries a three-year initial term with two additional one-year renewal options available at the same prices and conditions upon mutual agreement. Compensation is hourly-rate based with no guaranteed minimum. Scope includes monitoring debris on public property and rights-of-way, and potentially private property under limited conditions. The contract leverages a City of DeBary piggyback agreement effective October 22, 2024, through October 22, 2027.
Contractors must maintain Commercial General Liability of at least $1,000,000 per occurrence and $2,000,000 aggregate; Business Auto Liability of $1,000,000; Commercial Umbrella of $1,000,000; Workers' Compensation per Florida requirements; and Professional Liability Insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate.
Evaluation criteria weighted proposals on responsiveness (10 points), qualifications and experience (30 points), response to scope of work (40 points), and proposal price (20 points). Four firms submitted: Thompson Consulting Services (98 points), Critical Response Strategies (86.33 points), DebrisTech LLC (82 points), and WSB LLC (73.33 points). The Notice of Intended Decision identifies DebrisTech LLC as Primary and Critical Response Strategies as Secondary awardee. The incumbent, Debris Tech, signed its agreement August 21, 2025 but has not been utilized or generated invoiced expenses. Addendum No. 1, issued June 2, 2026, clarified operational requirements and removed Position 11 (1-8XX Telephone Service) from evaluation. Protests must be filed under Florida Statutes section 120.57(3). Questions should be directed to Susan Perry, City Purchasing Coordinator, at sperry@debary.org.
