About this file
This Addendum No. 1, dated June 2, 2026, modifies the City of DeBary's Request for Proposal for Emergency Debris Monitoring Services in Florida. The solicitation seeks qualified firms to provide debris monitoring services before and after disaster events in compliance with FEMA, FHWA, and State of Florida regulations. This is a pre-event contract with no immediate costs to the City. The addendum addresses bidder questions and clarifies solicitation requirements. Key operational requirements include that project managers and key personnel must contact the City Manager, Public Works Director, or Incident Commander within 24 hours prior to a hurricane event, or within 6 hours after notification for other natural or manmade disasters. No specific professional credentials are required, though contractors must demonstrate capability to perform services outlined in the RFP scope of work. The underlying contract is based on a City of DeBary piggyback agreement effective October 22, 2024, through October 22, 2027.
The contract will be compensated on an hourly rate basis with no guaranteed minimum payment to the vendor. The incumbent contractor, Debris Tech, signed its agreement on August 21, 2025, but has not been utilized to date. The current contract has not been activated since its inception and has not generated any invoiced expenses. Position 11 on Exhibit H regarding 1-8XX Telephone Service has been removed from evaluation as it was included in error and is inapplicable to debris monitoring services. Vendors must acknowledge receipt of this addendum with a signed form from an authorized representative and return it with their proposal submission. All other original bid terms, conditions, and specifications remain unchanged.
