About this opportunity
The State of Colorado, procuring on behalf of Colorado Northwestern Community College, is requesting bids on structural stabilization and repairs to the Yaeger Building at CNCC's Rangely campus under AFB CNCC FY27-002 (EM2624), with sealed bids due September 14, 2026 at 3:00 p.m. MST and a mandatory pre-bid conference and site tour on September 4, 2026 at 1:00 p.m. at 500 Kennedy Drive, Rangely, Colorado. A Colorado resident bidder preference applies under state law, and at least 80% of work must be performed by Colorado labor. State prevailing wage rates are mandatory, and contractors must comply with LCPTracker electronic payroll reporting. The Buy Clean Colorado Act Environmental Product Declaration requirements apply because the project exceeds $500,000.
The scope addresses structural failures caused by landscaping lateral pressure against the north, east, and south walls of the 1973-built building (remodeled 1983–1984). Work includes excavation and stormwater management, investigation and repair of walls and door thresholds, sistering 30% of damaged studs in designated areas, removal and replacement of damaged bottom plates, drywall replacement, door installation in Lab 112, metal and horizontal siding replacement with transition trim, masonry repairs, floor joist work at a 13'10" span mezzanine, ceiling height adjustment in Classroom 101, landscape restoration with weed barrier and rocks, and electrical reinstatement of existing fixtures to current code. Asbestos testing completed February 2026 returned non-detectable results. The building is Occupancy Group E (educational) under the 2021 IBC, with design wind loads of 110 mph ultimate and roof loads of 20 psf. Existing metal siding remains in place; new siding is added to match. Drywall paint is required only in disturbed areas. The project requires occupation during construction with protection of all remaining finishes and equipment.
The estimated project cost is $500,000. Construction is scheduled to begin October 1, 2026 and conclude by December 1, 2026. Minimum bidder qualifications require no prior termination by the State for non-performance, operation under the same business name for two years, demonstrated experience on at least two projects exceeding $400,000 in hard costs, and bonding capacity up to $500,000 with surety letter confirmation. A bid bond of not less than 5% of the bid and payment and performance bonds of not less than 50% of contract value are required. Clarification requests are due September 8, 2026 at 3:00 p.m., with final addenda anticipated by September 9, 2026 at 5:00 p.m. Award intent notification is anticipated September 15, 2026. Addendum 1, issued September 9, 2026, provided Q&A on quantities, material specifications, and project logistics. Bids must be submitted via BidNet Direct with a virtual public bid opening at 4:00 p.m. MST on September 14.
