About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the Veteran & Military Affairs office, is requesting proposals for an Easement Management System under RFP RR27-102, with proposals due September 21, 2026. The procurement will result in a single contract award to the highest-scoring responsive and responsible vendor.
The system must manage approximately 300 military protection easements across Utah's military installations, with capacity for 2–3 additional easements annually. Key deliverables include an interactive explore map with search and navigation, administrative workflows for easement updates, temporal monitoring and compliance tracking, document and photo management, role-based dashboards and reporting, and a public-facing map with restricted data access. The system must integrate with existing Esri ArcGIS, Survey123, and Field Maps platforms, migrate existing tabular and spatial easement data, and digitize approximately 10–30 easements during implementation. The vendor must achieve system go-live within 26 weeks of Notice to Proceed and provide technical support Monday through Friday, 9:00 a.m. to 5:00 p.m. MST, with help request response within one workday.
A critical qualification requirement is GovRAMP compliance: at contract execution, the product must be enrolled in the GovRAMP Progressing Snapshot Program and achieve verified GovRAMP Core status no later than 12 months after contract execution. Failure to maintain these security requirements may justify contract termination. Additional IT requirements include NIST 800-53 (Rev 5) compliance, cyber security insurance scaled by data risk category (minimum $2 million for low-risk data), encryption of all state data in transit and at rest using current TLS standards, and storage exclusively within United States data centers.
Evaluation proceeds in three stages. Stage 1 screens proposals against four Minimum Mandatory Requirements: agreement to Scope of Work specifications, compliance with data security regulations, government agency experience preferably in easement management, and understanding of GovRAMP requirements. Stage 2 evaluates technical proposals across six criteria totaling 600 points: Company History, Product Features, Monitoring & Compliance, Acquisition & Funding, Project Management, and Ongoing Maintenance & Support. Offerors must achieve a minimum threshold of 420 points to advance to Stage 3, which consists of individual platform demonstrations lasting no more than one hour, valued at 200 points across three criteria: Geospatial Capability & Asset Inventory Management, Temporal Monitoring & Esri Integration, and Funding Tracking & Dashboards. Cost evaluation accounts for the remaining 200 points, with the lowest-priced offeror receiving full cost points and others receiving proportional credit. Proposals must also achieve a minimum demonstration stage threshold of 140 points (70 percent of 200 available points) to remain in contention.
Contractors must register with E-Verify, maintain commercial liability insurance of at least $1 million per occurrence and $3 million aggregate, and deliver all work product as work made for hire with intellectual property rights transferring to the State of Utah. All procurement is governed by Utah law with venue in Salt Lake City's Third Judicial District Court.
