About this file

This evaluation criteria document outlines the four-stage selection process for the Easement Management System (RR27-102) procurement conducted by the State of Utah Division of Purchasing in collaboration with the Veteran & Military Affairs office. The RFP seeks a responsive and responsible vendor to develop an Easement Management System capable of managing easement inventories, monitoring compliance, tracking acquisition and funding transactions, and providing ongoing support. The procurement anticipates a single contract award determined through a competitive evaluation methodology structured across multiple stages with no specified response deadline, due date, site visits, or bidder's conferences mentioned in this evaluation criteria attachment.

Stage 1 requires all offerors to meet four mandatory minimum requirements: agreement to Scope of Work specifications, compliance with relevant data security regulations, demonstration of government agency experience preferably in easement management, and understanding of GovRamp requirements. Stage 2 evaluates technical proposals across six criteria totaling 600 points: Company History (100 points), Product Features (100 points), Monitoring and Compliance (100 points), Acquisition and Funding (100 points), Project Management (100 points), and Ongoing Maintenance and Support (100 points). Offerors must achieve a minimum threshold of 420 points to advance to Stage 3, which consists of individual platform demonstrations valued at 200 points. Stage 4 evaluates cost submissions based on bid table BT-13MV, also worth 200 points. The total evaluation is worth 1,000 points maximum, with no pricing information, set-asides, incumbent contractor status, funding sources, or contract term details specified in this document.
